  1. Introduction

A local faith-based organization is actively engaged in implementing Livelihoods and resilience-building programs across Gutu, Bikita, Mwenezi, Zvishavane, and Gwanda districts. The primary objective of these programs is to enhance livelihoods and bolster the resilience of vulnerable populations against climate-related shocks within targeted communities. The anticipated outcomes include:

i. Enhanced Disaster Risk Reduction and Management in targeted communities ii. Improved Climate adaptation and mitigation in targeted communities iii. Enhanced diversified livelihoods and food security in targeted communities iv. Increased awareness on inclusive education, gender equality, equity, and the inclusion of people with disabilities

The organization is currently searching for a qualified consultant from a University Institution to conduct research and compile evidence on the contribution of the community and environmental assets creation program component, as well as the utilization of indigenous knowledge systems (IKS) in building community resilience to climate-induced shocks.

This document outlines the Terms of Reference (TOR) for the consultant and defines the deliverables for the assessment across Gutu, Bikita, Mwenezi, Zvishavane, and Gwanda districts.

  1. Purpose of the Research

The research aims to consolidate evidence on the contribution of the community and environmental assets creation program component and the use of indigenous knowledge systems (IKS) in building community resilience to climate-induced shocks. Specifically, the research will:

a) Consolidate evidence on the contribution of community and environmental assets created under the Food Assistance for Assets program, focusing on improving livelihoods and building community resilience. b) Consolidate evidence on the effectiveness of local indigenous knowledge systems (IKS) in climate change adaptation and mitigation to enhance community resilience.

  1. Scope of Research

The consultant will conduct the research in Gutu, Bikita, Mwenezi, Zvishavane, and Gwanda, involving visits to sample project sites and participants. The research will prioritize gender and disability-inclusive participants and engage with various stakeholders. A desk review may precede the field visit from February 15 to 29, 2024. Key stakeholders to engage include government technical departments, local and traditional leaders, project committee members, community volunteers, and project participants.

  1. Approach and Methodology

The research will employ multiple participatory approaches and methodologies, including quantitative and qualitative data gathering. Primary data collection methods include surveys, key informant interviews, focus group discussions, and a literature review. The consultant will leverage remote sensing and Geographical Information Systems (GIS) for mapping the status of community and environmental assets before and after implementation.

  1. Research Management Arrangements

The organization will mobilize and coordinate stakeholders and participants in each district. The consultant will lead the research processes, including tool development, data collection, analysis, and report writing. Organizational staff will support data collection under the consultant’s guidance.

  1. Guiding Principles and Values

The research team must adhere to professional and ethical standards, including the organizational Code of Conduct, Child Safeguarding Policy, and the Prevention of Sexual Abuse and Harassment Policy.

  1. Qualifications

Competences required:

  • A minimum of a Master’s degree in Climate Change and Climatology, Disaster Risk Reduction, Geography and Environmental Sciences, or Community Development. A PhD in these areas is an added advantage.
  • Experience and knowledge in Climate Change Adaptation, IKS, and early warning systems research.
  • Knowledge of community resilience building.
  • Demonstrated expertise in remote sensing and GIS mapping of agriculture and natural resources assets.
  • At least 5 years of working experience at a research or academic institution.
  • Excellent analytical, reporting, communication, and interpersonal skills.
