Position summary

ActionAid Zimbabwe, under its Zimbabwe Agricultural Growth Programme (ZAGP) VALUE CHAIN ALLIANCE FOR LIVESTOCK UPGRADING AND EMPOWERMENT (VALUE) project seeks the services of a Consultant/s to conduct Mid-term Evaluation (MTE) of the project. The EC VALUE Project has been designed to contribute to the development of an inclusive and diversified agricultural sector that promotes inclusive green economic growth. It is targeted to positively impact on the economic opportunities for small-scale farmers in the goat and pork value chains in 20 districts of Zimbabwe.

Key deliverables

The consultant(s) will be expected to deliver the following: Inception report: The inception report should detail the evaluators’ understanding of what is being evaluated and why, showing how each evaluation question will be answered by way of: proposed methods; proposed sources of data; and data collection procedures. The inception report should include a proposed schedule of tasks, activities and deliverables. This inception report should also identify project sites to be visited clearly elaborating the selection criteria for the selected sites, Preliminary findings: The evaluator shall share initial findings and recommendations with VALUE Programme team prior to the stakeholders’ consultation, Draft reports: Report structure should follow VALUE evaluation report guidance under quality assurance plan which will be shared with the consultant, Facilitation and presentation of draft MTE report: A presentation will be made on the draft report. The draft report will be shared with ActionAid Zimbabwe and partners for comments. In addition to validation of data, the evaluator should draft practical recommendations in consultation with stakeholders, Final MTE report: The final report will not exceed 30 pages (not including annex) in soft copy to be submitted to ActionAid Zimbabwe.

Qualifications

The consultant or team must have the following experience and skills: At least 10 years of experience in value chain, sub sector analysis, good understanding of private sector and trade policies including market dynamics so as to make the study sufficiently private sector oriented. This should include very good understanding of M&E, research, Market systems developing and how to apply the approach in assessments and analysis, Experience in working with various Government organizations, NGOs, Donors (USAID, DFID, EU, and UN Agencies) and as a technical resource person as well as consultant, Experience of working in the PVC and GVCs in Zimbabwe, Expertise in designing and executing high quality documentation and knowledge sharing initiatives and products.

NB: The Consultant should have professional staff and technical experts with knowledge and experience in value chains and other Market Systems Development studies.
