Works and Estates - Projects Officer (1 Post)

JOB BRIEF
Manage all construction and repair and maintenance projects in respect of project team, contract administration and implementation plans in the Works and Estates division. Reports to the Pro Vice Chancellor

Coordinate construction of the University Campus
Bidding for construction services
Secretariat to Building Committee of Council
Works and Estate management

Responsibilities
Overseeing the total construction operations of Women’s University in Africa up to projects delivery in accordance with specified designs, budgets and programmes.
Executing the preliminary planning and organizing of each new contract allocated
Coordinating with the Project Managers prior to the scheduled dates of commencement of sub-contractor’s work to ensure that sub-contractors are tied into the master programme.
Leading the Project Managers, Site Agents/Managers and General Foremen in preparation and participation in the budget, cost evaluation of the work to be done.
Authorizing plant requisitions to ensure such items requested fall within the estimated budget revisions and control.
Ensuring effective procurement and delivery of materials in accordance with the material schedules prepared for each contract.
Meeting all constructional operations standards of quality as required by Industry on Quality Control, Safety, Health and Environment.
Roads designs and construction (civil, mechanical and electrical)
Visiting every contract to determine and assess operating effectiveness including quality of workmanship and all aspects of site administration and control.
Ensuring that all legal statutory and contractual requirements are complied with and that Women’s University in Africa policies and routines are followed on cases of personnel, purchasing, banking, accounting, invoicing, ordering, dealing with cash, materials accounting and payment of employees.
Preparation of tender documents
Bill of quantities preparation and Payment Certificates
 

Duties and Responsibilities:
Formulate, analyse and recommend designs proposals and prepare drawings in liaison with internal and external stakeholders i.e. consultants, financiers, contractors, Government Ministries and all law enforcement agencies for approval.
Develop the divisional budgets and monitor expenditure and provide leadership on project cost control
Generate monthly/Quarterly/Annual divisional reports
Manage the WUA estate issues in close liaison with the tenants and Landlords
Attend Head of division and committee meetings and servicing the Building Committee and sub-committee meetings
Manage WUA Infrastructure facilities in respect of the environment grounds maintenance, repairs and maintenance
Manage of the WUA security systems
Manage WUA Vehicle fleet
Manage the division staff
Any other tasks as delegated

Work/Educational Requirements

Possession of a degree/diploma in an Engineering discipline, Surveying, Building Management or Construction Economics from a reputable institution.
A minimum of 5 years experience at senior management level
Knowledge and experience of PPP’s will be added advantage
Must have worked on construction site as Foreman, Agent or Contracts Manager
