A local NGO is inviting suitably qualified and experienced individuals to apply for the position of Chief of Party (COP). The COP will be responsible for leading and implementing programme agreements. The successful candidate will be employed on a fixed-term contract for 12 months, with continuation of employment based on satisfactory performance and funding availability.

Background of the Role

Reporting to the Director, the COP will provide technical and programmatic leadership, and oversee the planning and implementation of project objectives and goals. The COP will also lead research activities and studies on legal and constitutional issues, including public interest constitutional court cases.

Duties and Responsibilities

Project and Budget Management:

  • Lead the development and implementation of project agreements, work plans, monitoring and evaluation, and planning activities in consultation with counterparts.
  • Provide leadership and oversight on financial management and budget expenditure.
  • Oversee report preparation and ensure compliance with reporting requirements to document program performance.
  • Produce regular work plans and secure donor approval.
  • Design, prepare, and implement workshops, seminars, and other events related to the program.
  • Ensure timely and accurate submission of financial and procurement reports.
  • Develop and organise quality assurance measures and suggest necessary changes, improvements, and initiatives.
  • Perform other tasks arising from the project and any other duties of a legal nature assigned by the Director.

Coordination and Communication:

  • Liaise with donors, government institutions (especially the Parliament of Zimbabwe), civil society organisations, and other stakeholders to coordinate activities and facilitate monitoring and reporting project objectives and achievements.
  • Build strong strategic partnerships with various stakeholders to achieve project goals and objectives.
  • Communicate the organisation’s interests and efforts, encouraging the sharing of ideas and information for the benefit of the project.
  • Lead meetings and engagements with donors and maintain regular contact with donor representatives.

Knowledge Management:

  • Ensure adequate research and knowledge transfer to program information.
  • Develop ready-to-use strategies and program presentations, including guidelines, manuals, and procedures.
  • Lead the preparation of project deliverables, activity updates, and reporting materials in accordance with grant deadlines.
  • Write analyses of laws.
  • Assist with research, advocacy, and the generation of legal and constitutional information.
  • Ensure evidence-based programming to design, adapt, and scale proven methodologies.
  • Oversee the design, logistics, and administration of internal events that contribute to the project’s goals.

The COP will report to and liaise with the Director in carrying out these duties and responsibilities.

Qualifications and Experience

  • Degree in Constitutional Law from a reputable university.
  • Relevant undergraduate degree.
  • At least ten years of high-level administrative experience.
  • In-depth knowledge of USAID policies and regulations.
  • Background in taking constitutional law cases.
  • Knowledge of and experience in networking with civil society organisations.
  • Experience working with Parliament, parliamentary staff, and parliamentarians.
  • Impeccable references from Directors of previous employers, including the last employer.

  • Team player.
  • Knowledge of institutional donor grant policies, procedures, project management, and reporting requirements.
  • High proficiency in Excel and PowerPoint.
