An Election Consortium working on an election project that encompasses on strengthening civil society capacity to assess and observe the pre-election, election and post-election environment, ensuring that citizens have access to information to effectively participate in and oversee democratic processes and fostering multi-stakeholder partnerships to monitor policy and operational reforms of Zimbabwe's electoral and political processes seeks to hire a Project Finance Director with the following:
Competencies
Knowledge of budgeting, budget oversight, generally accepted accounting principles and the practical application of financial systems; Ability to design and implement accounting systems suitable to a challenging and volatile environment with unreliable and sometimes nonexistent infrastructure; Demonstrated management experience for organizations with international operations; Strong interpersonal skills and demonstrated ability to communicate clearly, effectively, and with cultural sensitivity in writing and verbally with a diverse group of co-workers, partners, and the general public; Previous experience with international grants administration required; High level of attention to details in all aspects of work responsibilities; Experience with spreadsheet software (Microsoft Word and Excel preferred)
Duties and Responsibilities
Monitor program expenditures, monthly field expenses, including budget to actual expenses, and reporting on financial results and cost projections to management; Use accounting and financial systems to support quality delivery of work; Oversee compliance with internal controls and accounting procedures; Ensure all financial and accounting reports are prepared and submitted in a timely manner; Supervise all Administration staff, including Human Resources and Accounting staff
Qualifications
Bachelor's degree in finance, accounting, business administration and/or a related field; A minimum of 5 years of relevant experience in financial management, accounting, and administration, preferably for an international NGO working with USAID and other US government funding; Knowledge of budgeting, budget oversight, generally accepted accounting principles and the practical application of financial systems; Demonstrated experience interpreting and administering policies pertaining to local national labor codes; Taking the lead in the interpretation of funding regulation to ensure that all donor requirements are met; Ability to design and implement accounting systems suitable to a challenging and volatile environment with unreliable and sometimes nonexistent infrastructure; Demonstrated management experience for organizations with international operations; Previous experience with international grants administration required.
