As a member of the Senior Leadership Team, The Programme Development and Funding Manager will work closely with country programme staff, regional platform staff and Oxfam affiliates to catalyse the growth and development of our programme through improving quality, effectiveness and funding in line with Oxfam Zimbabwe’s Country Programme.
This position will be responsible for Programme Development and Funding, building systems and integrating learning for quality programming as well as advocacy and influencing. The Programme Development and Funding Manager, over and above the responsibilities described above, is part of the first line of Oxfam responders in the event of a humanitarian crisis being declared, therefore can be assigned to support and/or lead the response as part of our organisational commitment to saving lives while ensuring commitments to donors and beneficiaries on ongoing basis.
What We Are Looking For
Advanced degree in Development Studies, Social Sciences or relevant qualification; A minimum of 4 years experience in a similar position; Excellent understanding of different aspects of quality programming (for example: partnership, participation, accountability, innovation, gender and monitoring, evaluation and learning) and how these can be incorporated into different interventions; Ability to develop programme design documents – including strong appreciation of theories of change (logic models, log-frames), contextual analyses (e.g. power, gender), budgets, MEAL plans; Strong technical competence in research, learning and monitoring and evaluation methods theory and practice; and, good critical grasp of latest sector thinking, codes, standards and practice; Evidence of leadership of impact assessment processes within an INGO or other institution; Strong results orientation, including a track-record of leading programme development processes that have resulted in strong programmes and quality relationships with partners and funders; Evidence of successfully fundraising and growing programmes in an environment comparable to Oxfam; Knowledge of donor environment, understanding of funding issues in relation to Northern and Southern NGOs work in emergencies and development; Experience in and thematic understanding of one or more priority thematic areas in the OCS: Gender Justice, Secure Food Systems, Humanitarian Preparedness, and Extractives Industries
