Job Summary The Legal and ICT officer is responsible for the legal and ICTs requirements of MISA Zimbabwe. He/ She ensures the legal and ICT projects of the organisation run smoothly in accordance to the organisation’s mission and vision statements. The incumbent works under the general supervision of the Programmes Coordinator, and the direct supervision of the Director. Responsibilities Develop and deliver strategic legal interventions in the promotion and protection of freedom of expression and the right to information in Zimbabwe, and to strengthen MISA Zimbabwe programmes by engaging policy makers in the ICT sectors for promotion of freedom of expression and the right to information. Duties Provide legal services and representation under the Media Defence Fund to media organisations, MISA Zimbabwe and its members; Assist the Media Defence Fund to facilitate any possible litigation or any other processes in line with the defence of freedom of expression or media freedom on behalf of MISA Zimbabwe; Develop and maintain a database of cases for MISA Zimbabwe that is usable for lobbying and advocacy campaigns; Engage in the practice of preventative law by projecting application of legal trends to ensure that the media take the necessary precautions to eliminate vulnerability to litigation; Implement resource mobilisation activities of the Media Defence Fund and Media Lawyers Network; Provide legal advice to MISA Zimbabwe including production of service contracts; Provision of lobby tools for the enactment of favourable media legislation in Zimbabwe; Monitor and evaluate programmes under the legal portfolio to ensure they lead to achievement of MISA Zimbabwe programme objectives and set performance targets; Conduct research and produce media legislation materials for the purposes of media reform; Continuously analyse bills which affect the dissemination of information through ICTs; Engage stakeholders in the ICT sectors to advance the MISA Zimbabwe position; Monitor the ICT media to assess their effectiveness in promoting freedom of expression and access to information; Originate ICT legal instruments to reflect MISA Zimbabwe position on the media; Conceptualise and develop bankable programmes which advance MISA Zimbabwe’s position on ICT media; Implement digital or other visibility platforms and strategies to widen accessibility by members and partners to sustain membership growth, member participation and retention and strategic partnerships; Initiate and sustain engagement with parliamentarians to influence their views when they debate ICT issues; Maintain an updated MISA Zimbabwe website at all times; Conduct awareness raising programmes to ensure the public are well exposed to ICT issues in the media; Mainstream Gender and HIV/ AIDS in MISA Zimbabwe Legal and ICT programs; Any other duties as assigned by the Director. Key Result Areas Research and production and distribution of media legislative material (media reforms, raising awareness, rights to freedom of expression, access to information, influencing policy change); Production of model laws/ alternative laws and position papers to be used as lobby tools, and the engagement of policy makers on ICT policy framework; Defence of arrested media practitioners – securing defence using a network of lawyers; Legal advice to the organisation; Compliance with the provisions of the MISA Zimbabwe constitution and its mandate; Access to MISA Zimbabwe information, materials and engagement by members and the public via a functional and up to date website; Leveraging ICTs for increased and sustained MISA Zimbabwe’s visibility and impact; Gender sensitive Legal and ICT programs in the media sector. Job specification Law Degree and at least a diploma in Information Technology; At least five (5) years’ working experience; Practical policy analyst knowledge; Project planning and management skills; Gender sensitivity
