The mission of DAPP Zimbabwe is to lead quality community-led projects in order to empower people with knowledge, skills and tools to improve their well-being in five sectors: community development, agriculture, education, health and emergencies. DAPP/Zimbabwe has more than 40 years of experience implementing health projects in HIV, TB, Malaria, WASH, and nutrition and food security. Development Aid from People to People (DAPP) is inviting suitably qualified and experienced persons to apply for a position as Project Director for upcoming CDC/ USAID funded Community-Based HIV prevention project to support the attainment of National 95- 95-95 targets and other HIV related targets in Zimbabwe. The project aims to provide community-based HIV services. This position is contingent upon award from CDC/ USAID. Job summary / responsibilities Provide vision, leadership, management and direction to ensure the strategic, programmatic, technical and financial integrity; This position oversees the development and execution of the project, monitors the implementation of work plans and supports the coordination with the funding agency, Ministry of Health and Child Care on National, Provincial and District levels as well as with other key partners; Build and coordinate a team of highly qualified staff including key staff, province and district coordinators, and their team of field staff, finance team, and the M&E team, and align their efforts to ensure rapid and sustainable results; Strategic Thinking: Apply organizational knowledge to identify and maintain focus on key success factors for the project, while recognizing, anticipating and resolving organizational challenges to reach productive resolutions that translates strategy into actionable work plans; Responsible for meeting contractual obligations, producing deliverables and targets, and achieving project results as specified by the funding agency, in full compliance with DAPP policies and procedures and CDC / USAID rules and regulations; Responsible for the project communication and public relations; Develop and maintain strong working relationships with the funding agency, the Zimbabwean government counterparts with focus on Zimbabwean Ministry of Health (MOHCC) and Ministry of Women Affairs on national, provincial and district levels, provincial / district MOHCC, and Ministry of Women Affairs, Health Facilities, community structures, other USAID / CDC funded partners, private sector partners and other key stakeholders in Zimbabwe to maximize resources, create synergy and avoid duplication of efforts; Work closely with the Country Leadership, PDs for other DAPP Zimbabwe projects and provide technical leadership and ensure the quality and sustainability of project interventions This position directly supervises Provincial Managers, HIV Specialist, Finance Manager, M&E Specialist, and Program Coordinator and reports to the Director of Programs. Qualifications Master in in Development Studies, Project Management or related field required; At least 7+ years’ experience successfully managing large and complex, multi-year health sector development projects (approximately $5M per year); Demonstrated skills in program management, implementation, monitoring and evaluation; At least 5+ years’ work on community based HIV prevention activities, including experience with direct supervision of professional staff in planning, designing, implementation, monitoring and evaluation; Prior experience in building capacity for community health workers and communities in improving health and use of participatory methodologies for planning and implementing local-level activities; Sensitivity to cultural differences and understanding of the political and ethical issues surrounding HIV prevention, care, and treatment also of key populations; Excellent diplomatic skills and a proven ability to establish and maintain interpersonal and professional relationships with funding agencies, host-country counterparts and representatives from other key stakeholders such as NGOs, CSOs, and the private sector; In-depth knowledge of CDC/ USAID Funded projects, regulations, compliance and reporting requirements; Excellent written and oral communication skills; Ready to revise program implementation plans and design in order to adopt changed demands from the funding agency.
