The mission of DAPP Zimbabwe is to lead quality community-led projects in order to empower people with knowledge, skills and tools to improve their well-being in five sectors: community development, agriculture, education, health and emergencies. DAPP/Zimbabwe has more than 40 years of experience implementing health projects in HIV, TB, Malaria, WASH, nutrition and food security. Development Aid from People to People (DAPP) is inviting suitably qualified and experienced persons to apply for a position as a HIV & Health specialist for upcoming CDC and USAID funded Community-Based HIV prevention projects to support the attainment of National 95-95-95 targets and other HIV related targets in Zimbabwe. This position is contingent upon award from CDC/ USAID. Job summary / responsibilities Provide mentorship, coaching and regular updates to staff and other HTS providers with a goal of increasing access to client-centred HTS services in the project. Responsible to ensure that quality of care is sustained across the project as defined by PEPFAR and GOZ/MOHCC quality standards. Specific responsibilities include: Design training and build technical capacity for all technical staff to align their efforts to ensure rapid and sustainable results. Work closely with the Project Director, M & E Lead and Community Mobilization Specialist to coordinate and synergize efforts; Apply technical knowledge to identify and maintain focus on key success factors for the project, while recognizing technical risk factors and reprogram to resolve challenges; Secure standard operating procedures (SOPs) to strengthen the quality and efficiency of work in HIV case finding and related testing services according to national standards and work towards HIV integration of services; Coordinate with District Health Office to ensure that all necessary HIV testing and other supplies are in place through working with MoHCC and as well initiate procurement processes; Work on-site to provide technical support, ongoing assessments of program progress to determine if technical targets are being met; Identify capacity gaps in line with project deliverables and conduct capacity building of service providers and other key stakeholders through trainings, orientation, mentorship and supportive supervision for quality HTS service delivery; Work with staff and partners to make activity modifications, based on these assessments; Take lead in mentoring all levels of project and clinic staff as well as community stakeholders on all aspects of HTS services; Develop and maintain strong working relationships with CDC, the Zimbabwean government counterparts (Zimbabwe Ministry of Health (MOHCC), provincial/district MOH, and Ministry of Women’s Affairs,), community structures, other CDC grantees, partner institutions, facilities, health professional associations, private sector partners and other key stakeholders in Zimbabwe to maximize resources and avoid duplication of efforts; Work closely with the Project Director; Analyze data and present it to Project Director and PMU team for strategic decision making in order to reach project goals (index case testing targets, suppressed viral load, etc.) Qualifications A Master’s degree in Public Health or related field required; At least 5 years’ experience in large complex community-based HIV prevention care and treatment projects in Zimbabwe; Experience with direct supervision of professional staff in planning, designing and implementation to achieve targets; Experience in building capacity for community health workers and communities in improving health and use of participatory methodologies for planning and implementing local-level activities; Sensitivity to cultural differences and understanding of the political and ethical issues surrounding HIV prevention, care, and treatment; Excellent diplomacy skills and a proven ability to establish and maintain interpersonal and professional relationships with key stakeholders such as government health professionals, CSOs, and the private sector; In-depth knowledge of CDC and USAID regulations, compliance and reporting requirements; Demonstrated strong communications and interpersonal skills; Excellent data analysis and writing skills for regular reporting; Ready to revise program adopting to changed demands from the funding agency
