The Zimbabwe Investment and Development Agency (ZIDA), is an investment agency responsible for promoting and facilitation of both local and foreign investment in the country. The promulgation of the ZIDA Act, which repealed the Zimbabwe Investment Authority, the Zimbabwe Special Economic Zones Authority and the Joint Ventures Act, provides a clear, comprehensive and binding legal and regulatory framework for conducting investment activities, by both domestic and foreign investors in the country.

PURPOSE:

The Head ICT will play a critical role to position ZIDA as Zimbabwe’s centre of digital excellence through developing and implementing a cutting-edge digital environment. It will also plan and lead the strategic and operational management of ICT and Information system services, meeting the current and future needs of the Agency whilst ensuring the service provision is cost effective, reliable and investor focused.

RESPONSIBLE TO:

This position reports to the Chief Finance Officer

KEY RESPONSIBILITIES

  • Create a Knowledge economy and AI leadership in Zimbabwe
  • Design and deploy digital platforms that enable the Agency to become more data insight led and digitally enabled in investor execution activities
  • Lead e-enabled learning environment through innovation
  • Keep abreast of emerging technologies inclusive of cyber security
  • Ensure that an adequate plan for disaster recovery and carrying out back-ups of the Agency’s data is maintained and is effectively implemented
  • Design and deploy a dynamic, engaging and integrated social media digital strategy
  • Develop and maintain Agency IT Governance (i.e. security, data ownership and network access policies), standards and systems to support the implementation of business Deploy, configure, and maintain ICT systems and databases, including networks, servers, and telecommunications. Troubleshoot and address issues to ensure optimal performance.

EDUCATION AND EXPERIENCE

  • Master’s degree in IT-related field (Computer Science, Computer Networking, Programming, and Information Systems) required. Significant work experience in a directly related field combined with appropriate training/certificates may substitute for degree.
  • Desired certifications include Microsoft Certified Solutions Associate or equivalent, Cisco Certified Network Associate or equivalent, Microsoft SharePoint Foundations or equivalent and ITIL Foundation Certified.
  • Minimum of eight years’ work experience in a position with similar responsibilities.

  • Good relationship management skills. Ability to lead people at engage at all levels internally and externally with a strong client-service focus.
  • Strong communication skills with the ability to communicate technical ideas and concerns in a non-technical manner.
  • Strategic, analytical, systems thinking, and problem-solving skills, with capacity to see the big picture, make sound decisions, and offer non-standard solutions.

  • Proactive, resourceful, solutions-oriented and results-oriented.
