Introduction
Caritas Zimbabwe is the official Catholic Agency for humanitarian and development work in Zimbabwe. Caritas Zimbabwe is registered in Zimbabwe as a Private Voluntary Organisation (PVO 25/2014) in terms of subsection (5) of section 9 of the Private Voluntary Organization Act (17:05).
Caritas Zimbabwe is part of Caritas Internationalis (CI) (www.caritas.org), an international confederation with a network of 169 Catholic relief, development and social service organisations working to build a better world, especially for the poor and oppressed, in over 200 countries and territories. Caritas is one of the largest international humanitarian networks, working with people regardless of their religion, race, gender or ethnicity.
Caritas Zimbabwe with support from Caritas Internationalis Member Organisations (CIMOs) has been implementing the Caritas Zimbabwe Drought Response EA02/2020 project in Hwange (Mutare Diocese) Gutu, Zaka (Masvingo Diocese) Gokwe South (Gokwe Diocese) Gweru Rural (Gweru Diocese) districts for 12 months responding to the effects of drought. The project was implemented from 1 January 2020 through to 31 December 2020.
Project background
The overall goal of the drought response project was to contribute to improved access and availability of food in drought prone areas and promote productive planting for the 2020/21 season in the six dioceses negatively affected by drought in Zimbabwe.
Purpose of the evaluation
This evaluation should help capture the lessons learned and good practice from the implementation of the EA02/2020 programme in order to help Caritas Zimbabwe to: Guide future decisions on the humanitarian strategy for Zimbabwe; Improve response to emergencies.
The objectives of this evaluation are to: Assess the extent to which the project achieved its purpose and delivered on intended outputs; Review the targeting process for beneficiaries; Assess achievement in programme implementation; Analyse successful interventions of the programme; Draw Lessons learnt and good practice, recommendations to inform future programme design; Review of the overall decision making in the implementation of the project.
