Technical Child Protection Officer
Duty Station: Harare (Regular travel to district locations)
Reporting: Programs Manager/Development Coordinator
Duration: Six Months
KEY AREAS OF ACCOUNTABILITY:
Capacity Building:
Support the development of capacity-building plans for District Child Protection Officers.
Act as a master trainer for Child Protection partners, in line with capacity-building plans
Provide regular coaching on and program management skills to the District Child Protection field personnel Needs Analysis and Program Design:
Support design and organization required for assessments, baselines and evaluations, particularly in regards to communicating needs to the child Protection partners team, and participate where possible
Foster an understanding of the context – political, cultural etc and community expectations, within the Child Protection and program team in five districts – and contribute to the development of contextually appropriate program design
Contribute to district-level contingency plans and support the integration of contingency planning for child protection in all program planning and proposal design, where possible.
Job Description Project Management
Work with the Programs Manager to oversee implementation of Child Protection project activities ensuring that services are delivered on time, on budget and in compliance with donor regulations
Ensure that Child Protection field staff understand the requirements for implementation
Work with the Programs Manager to ensure Child Protection program is implemented in ways responsive to communities, partners and children in line with Caritas Zimbabwe Archdiocese of Harare’s principles, values and strategic plan and compliant with procedure
Work with the Programs Manager to develop detailed implementation plans including procurement and distribution schedules of program inputs in line with program logistics/supply chain capacity
In coordination with the Programs Manager, work with the District Child Protection officers to develop work-plans and follow up with team members regularly to ensure that activities are on track
With the Program Manager, monitor program progress against both programmatic and budgetary targets, making adjustments to program design as necessary
As requested by the Development Coordinator, prepare timely and high quality program and donor reports on project activities in compliance with internal Caritas Harare requirements and any relevant external donor requirements.
Work with the Partnership team and Development Coordinator to identify appropriate partners for implementation of the child protection response
Support in reviewing district narrative and financial reporting as well as MEAL data
Undertaking ongoing capacity assessments of district staff, reporting areas for development to Programs Manager. Monitoring, Evaluation and Accountability and Quality
Actively monitor Child Protection project activities at field level, ensuring quality of Caritas Harare’s program and flagging concerns to the Programs Manager
Input into the development of M&E and indicator tracking plans for all grants, and the development of additional M&E tools as necessary to monitor project progress (led by TA with support of MEAL)
Work with Programs Manager to ensure appropriate, timely and accurate data collection against agreed indicators to enable both internal and external reporting
Work with MEAL team to identify and incorporate project suitable accountability mechanisms
Lead discussions with communities and beneficiaries on program design and project review, as agreed with Programs Manager Development Coordinator Coordination and advocacy
Represent Caritas Harare at cluster/coordination/working Group meetings (Protection, child protection, mental health) and other meetings and forums.
Ensure that program interventions continue to be informed by and integrated with other core sectors of Caritas Harare, such as education, health & nutrition, justice and peace, shelter and food security & livelihoods
Continuously identify and document child protection issues in Zimbabwe, and ensure that relevant stakeholder and duty bearers are informed
Contribute to the development of case studies for the purpose of reporting, advocacy and media efforts.
Educational Qualifications
A Masters degree in Child Sensitive and Social Policies, Social Work, Development Studies Experience Remarks
A minimum of four (4) years of professional experience in one or more of the following areas is required: social work, child protection, OVC programming, gender-based violence (GBV), early childhood development, adolescent programming, community development and/or humanitarian work, planning and management of programmes in relevant area, monitoring and evaluation, or any other related field ;
Knowledge of child policies in Zimbabwe and contacts of Government policies and procedures in handling child protection issues
Demonstrable supervisory experience in development work with national NGO
Demonstrated experience in contributing to and promoting early childhood development and the importance of positive parenting and enabling environments, especially in relation to child protection and child rights;
Good analytical skills and presentation skills;
Experience with multi-stakeholder engagement and networking
Excellent interpersonal and communication skills (written, oral) in English;
Demonstrated track record in report writing and documentation;
Experience working with individuals from diverse professional backgrounds;
Experience in grant management is a must.
Language skills: English and Shona
