Consultant to conduct a review of the EFZ’s Safeguarding policy: Evangelical Fellowship of Zimbabwe (EFZ) Deadline: 27 March 2020 Background The Evangelical Fellowship of Zimbabwe (EFZ) is a not for profit organization founded in 1962, legally operating under Common Universitas law and registered as a Trust. It is a Fellowship of over 800 Evangelical and Pentecostal denominations, Para-church movements, ministries and bible schools of the Evangelical persuasion. From the onset EFZ has been facilitating fellowship and ministry of member bodies, providing humanitarian, relief, advocacy, counsel, peacebuilding, Safeguarding, and development services to communities. It has a membership base of over 3 million Christians in Zimbabwe. Its vision is to be an Alliance of Evangelicals impacting the nation by obeying the Great Commission. Its mission is to mobilize, empower and network evangelicals for the accomplishment of the great commission. It is part of EFZ’s mandate to ensure the safety and protection of children and vulnerable adults and to build the capacity of its members to do the same in the ten provinces of Zimbabwe. As EFZ works towards its vision and mission it interacts with children and vulnerable adults at different levels and in various circumstances. EFZ has an obligation to ensure the safety and welfare of children and vulnerable adults in all its procedures, systems, processes and operations from the least to the top structures of the church denomination. Ultimately, it is expected that the EFZ Safeguarding Policy will guide the secretariat and membership in the prevention of any form of abuse or harm against children and or vulnerable adults intentionally or unintentionally done by EFZ staff or members as they execute their duties in the community at large. EFZ has been able to draft a safeguarding policy through a policy of extensive and intensive consultations. The policy will apply to all members of staff whether on fixed or short-term contracts, hired services, caregivers, children, volunteers, partners, consultants, and visitors. It is against this background that EFZ would like to enhance a consultant who will assist with reviewing the draft policy before it is finalized Purpose Evaluation Goal and Objectives: The aim of the study will be to review the draft EFZ Safeguarding policy Evaluation Objectives: Assess how the draft policy conforms with national and international safeguarding regulation, standards and practice; Identify technical gaps that have to be addressed in the draft policy; Provide recommendations on how the draft policy can be improved Methodology Desk review of current other organizations safeguarding policies, national and international safeguarding guidelines or regulations; Interviews with the team that worked on the policy draft; Feedback meeting to present key findings and recommendations to stakeholders Duration of the assignment The assignment is expected to be done in 20 working days. Review Output A stand-alone review report; A detailed power-point presentation that will be presented to stakeholders; An updated Safeguarding Policy Management of the consultancy The consultant will perform their tasks under the general guidance and supervision of the EFZ Programs Coordinator; Upon completion of the task, the Consultant will submit the research report to the General Secretary; The full payment of the agreed-upon consultancy fee will be made to the Consultant after the General Secretary has reviewed the research report and has communicated in writing of his satisfaction regarding the strategy document. Qualifications, skills, and competencies of the consultant A postgraduate qualification from a recognized university in the area of Social Work, Child Protection, Gender Development; The candidate should have over 5 years of safeguarding work experience in Zimbabwe and/or abroad; Extensive conceptual and practical knowledge of Safeguarding policy development; Prior experience of consultancy on safeguarding; Demonstrated ability of analytical and report drafting work; Fulfils all obligations to child protection, gender sensitivity and zero tolerance for sexual abuse Desired Excellent written and verbal communication skills in English and Ndebele or Shona; Experience of working and collaborating with stakeholders; Ability to establish and maintain good working relations with institutions and colleagues
