Consultant to conduct a review of the EFZ’s Gender Policy: Evangelical Fellowship of Zimbabwe (EFZ)

Background
The Evangelical Fellowship of Zimbabwe (EFZ) is a not for profit organization founded in 1962, legally operating under Common Universitas law and registered as a Trust. It is a Fellowship of over 800 Evangelical and Pentecostal denominations, Para-church movements, ministries and bible schools of the Evangelical persuasion. From the onset EFZ has been facilitating fellowship and ministry of member bodies, providing humanitarian, relief, advocacy, counsel, peacebuilding, Safeguarding, and development services to communities. It has a membership base of over 3 million Christians in Zimbabwe. Its vision is to be an Alliance of Evangelicals impacting the nation by obeying the Great Commission. Its mission is to mobilize, empower and network evangelicals for the accomplishment of the great commission. It is part of EFZ’s mandate to ensure the safety and protection of children and vulnerable adults and to build the capacity of its members to do the same in the ten provinces of Zimbabwe.
EFZ seeks to engage a consultant to review its Gender policy and will be working with some of its member churches, funding partners and secretariat. This reviewing process will ensure that issues of gender mainstreaming are emphasized in EFZ programming as well as member church administration. This review will seek the consultant to implement consultation activities with member churches and understand how churches conceptualize gender issues. He/She will also conduct desk research on current gender mainstreaming concepts that are feasible for a faith-based organization and proffer recommendations that promote gender justice. It is anticipated that when the gender policy is reviewed EFZ as an organization will enhance integration and promotion of gender mainstreaming informed by an updated policy position.
Purpose
Evaluation Goal and Objectives: The aim of the study will be to review and update the EFZ Gender Policy
Evaluation Objectives
Understand how the EFZ member churches conceptualize gender mainstreaming; Identify gaps and opportunities for enhancing gender mainstreaming in EFZ programming; Provide recommendations on how to promote gender mainstreaming in EFZ day to day business
Methodology
Desk review of current Gender Policies being used by other faith-based organizations and some of our funding partners; Key informant interviews with relevant stakeholders from the EFZ member churches (Heads of Denominations, church administrators, and secretariat.); Feedback meeting to present key findings and recommendations to stakeholders (members
Review Output
The expected outputs of the evaluation are: A stand-alone review report; A detailed power-point presentation that will be presented to stakeholders; An updated Gender Policy
Duration of the assignment
The assignment is expected to be done in 30 working days.
Management of the consultancy
The consultant will perform their tasks under the general guidance and supervision of the EFZ Programs Coordinator; Upon completion of the task, the Consultant will submit the research report to the General Secretary; The full payment of the agreed-upon consultancy fee will be made to the Consultant after the General Secretary has reviewed the research report and has communicated in writing of his satisfaction regarding the strategy document.
Qualifications, skills, and competencies of the consultant Required
A postgraduate qualification from a recognized university in the area of Gender development/ public policy; The candidate should have over 5 years of gender development work experience in Zimbabwe and/or abroad; Extensive conceptual and practical knowledge of Gender development and public policy; Prior experience of consultancy on gender mainstreaming and gender development; Demonstrated ability of analytical and report drafting work; Fulfils all obligations to gender sensitivity and zero tolerance for sexual harassment.
Desired
Excellent written and verbal communication skills in English and Shona. Ability to hear, speak to write Ndebele will be an added advantage; Experience of working and collaborating with stakeholders; Ability to establish and maintain good working relations with institutions and colleagues
