Background

The DanChurchAid, WePayYouDeliver consortium is a group of civil society actors that seeks to empower citizens to contribute towards equitable, quality and gender responsive local government service delivery. In pursuit of this, the consortium is carrying out various interventions; including activities that seek to facilitate citizen participation in initiatives that seek to give effect to the Service Delivery and Devolution provisions in the Constitution of Zimbabwe, 2013.

Objectives

The WePayYouDeliver consortium seeks the services of a consultancy team to:

Develop a Position Paper and a Policy Brief which contains a gap analysis of the Government of Zimbabwe’s Devolution and Decentralisation Policy and make recommendations to give legislative effect to the Service Delivery and Devolution provisions in the Constitution (reference should also be made to draft legislation that has been produced thus far); Develop a Model / Alternative Devolution Legal and Policy Framework; Present the Position Paper, Policy Brief and Model / Alternative Devolution Framework to various stakeholders at various fora.

Qualifications and areas of expertise:

The consortium seeks the services of a consultancy team with the following competencies and expertise: A Local Governance expert / practitioner with at least 10 years of demonstrable experience in local governance work in Zimbabwe; A senior legal expert with demonstrable experience in the area of local governance reforms in Zimbabwe. A relevant Master’s degree is an added advantage; A legislative drafter with a minimum of 10 years of experience in legislative drafting in Zimbabwe; A qualification in legislative drafting would be a distinct advantage.
