Position Summary 

The DEC will provide district-level support for smooth and timely management of all TASQC data capturing, management, cleaning and entry into OPHID DHIS2, DREAMS DHIS2 and DATIM in supporting the District SIE Officer. Additionally, the DEC shall support the use of eHR at the facility level and its data utilisation. The position is responsible for improving the quality of data generated by the facility. The DEC will ensure that SIEO duties at the facility level are done with implementation fidelity.

Key Responsibilities

To effectively use electronic systems which include DHIS2, DATIM, and EHR. Support the facility in ensuring patient-level data is up to date in EHR. Assist the district SIEO in data entry into DHIS2 and DATIM. Represent the SIE function when collaborating with other partners and the MOHCC at the health facility level including attending facility-level data consolidation meetings and data quality assurance (DQAs) exercises.  Implement SIE/M&E activities for HIV programs at the facility level. Support facility staff in rolling out standard reporting, data analysis and utilization of data at the facility level. Assist the DSIE Officers in reporting and performing data quality activities for all data reported in OPHID (DHIS2, Google sheets etc) and USAID (DATIM) databases. Assist the SIE Officers in conducting data analysis to identify program gaps at the facility level and aid data-driven program implementation. Be part of the RDQAs to ascertain the facility-level outputs. Participate in the implementation of all strategic information and evaluation systems and processes to strengthen program implementation at the facility level. Participate in the implementation of tools to support site-level accurate documentation, aggregation entry, reporting and utilization of data from primary data sources in line with the MOHCC HMIS guidelines. Implementation of internal electronic SIE systems (DHSI2, other), deployed within the MOHCC health system (DHIS2, EHR, etc) to ensure efficient collection, aggregation and dissemination of information at the facility level to support effective utilization of data from EHR eg patient appointment lists, Viral load monitoring data, facility pharmacy consumption and stock management data, EID data analysis, retention to care facility level data, DSD uptake facility level data etc. Assist in the implementation of efficient and effective data quality practices at the facility level to ensure that e data is always accurate.  Assist the facility in the production of facility-based reports on data processes, systems and quality to inculcate evidence-based programming, and for other stakeholders including MOHCC, partners and donors.

Person Specification

A quantitative Diploma/ Degree in Mathematics, Statistics, Public Health, or Social Sciences is desirable. Minimum of 1-year experience in a similar position. Experience working with multiple stakeholders and familiarity with PEPFAR indicators and reporting requirements will be an added advantage. Proficiency in desktop software (MS Word, Excel, Outlook) is requisite. Demonstrate working knowledge of quantitative data collection systems in the MoHCC, including familiarity with processes of strengthening district-level M&E capacity, and data analysis using Advanced Excel, SAS, SPSS, STATA, Epi-Info, EpiData, or any other data analysis software.
