ADVERT – Monitoring, Evaluation, Accountability, and Learning (MEAL) Officer Position at International NGO

Location: Harare, Zimbabwe
Immediate Supervisor: Program Coordinator
Start Date: 1 October 2024
Type of Contract: Fixed Term Contract (Renewable based on funding availability and performance)

An esteemed international NGO based in Harare, Zimbabwe, seeks a dedicated and experienced Monitoring, Evaluation, Accountability, and Learning (MEAL) Officer. This role is crucial in ensuring that the organization’s programs achieve their intended impact and contribute to meaningful change in the communities served.

Key Roles and Responsibilities:

  • Development of MEAL Systems: Design and implement a comprehensive monitoring and evaluation system, including the necessary tools to assess the impact of country programs effectively.
  • Project Design Support: Actively participate in project design activities, contributing to the development of theories of change, frameworks, and other M&E components during proposal development.
  • Field Research: Conduct in-depth research with local implementing partners and communities to evaluate the long-term impact of program activities on individuals and organizations.
  • Data Collection and Analysis: Engage in program baselines, needs assessments, tracer studies, evaluations, stakeholder analysis, and monitoring exercises. Collect, analyze, summarize, and document findings in clear, coherent reports.
  • Data Management: Utilize data platforms, databases, and appropriate technologies to capture, organize, and manage data effectively.
  • Indicator Development: Develop operational monitoring and evaluation indicators to obtain high-quality quantitative and qualitative data for the Country Program.
  • Institutional Learning: Contribute to the organization’s learning processes by creating a learning agenda, convening communities of practice, and promoting organizational learning.
  • Program Analysis: Track lessons learned and best practices in monitoring and evaluation, conducting thorough program analysis to inform future interventions.
  • Training Facilitation: Design and conduct training workshops on Community Led Monitoring (CLM) mechanisms for implementing partners and project participants.

Qualifications and Experience:

  • Experience: Minimum of five years of professional experience within the NGO sector, specifically in implementing MEAL activities in peacebuilding and migration projects.
  • Education: Bachelor’s or Master’s degree in Monitoring & Evaluation, Development Studies, Demographics, Statistics, Social Sciences, or a related field.
  • Additional Qualifications: An advanced certificate in M&E or a professional qualification will be an added advantage.
  • Technical Skills: Proficiency in digital data collection and analysis tools and software, including KOBO and NVIVO, is advantageous.
  • Interpersonal Skills: The ability to work effectively across different levels in multicultural and diverse communities is desirable.
