About The Project
The Start Network Africa Risk Capacity (ARC) Replica will play a key role in the successful delivery of innovative risk financing pilots in Zimbabwe.
Purpose of the Position
Responsible for coordinating the overall delivery of Africa Risk Capacity (ARC) Replica activities at national level.
Major Responsibilities
Programme Management, Coordination and Partnership Brokering
To develop and manage workplans, budgets and coordination structures to ensure that activities are happening as required.
Working and collaborating with different stakeholders including NGOs, Government counterparts, consultants and local civil society to ensure that the right stakeholders are able to support different parts of the Africa Risk Capacity Replica process and other National Disaster Risk Financing projects. This will involve both remote and in-person meetings and where necessary hosting of workshops to facilitate project planning.
To supervise the implementation of pre-agreed standard operating procedures for insurance pay-out, convene project selection meetings and ensure that operations are delivered in a timely manner with humanitarian principles applied throughout.
Coordinate and facilitate the involvement of civil societies and local NGOs in the programme with the view of creating a locally led governance structured
Facilitate coordination between different Start Network DRF initiatives in the country
Facilitate discussions with Start Network members and local NGOs about developing a Disaster Risk Finance strategy at country level
Coordinate the establishment of a Steering Committee to oversee National Disaster Risk Finance systems in Zimbabwe with participation from Start Network membership and national and local organisations.
Technical coordination
To ensure that the NGOs (and wider stakeholders) are equipped with the training and support to participate effectively and bring their expertise into the process of technical customization of the ARC Zimbabwe policy.
To liaise with technical experts, nationally and globally, to ensure that the hazard models are scientifically robust, functional for humanitarians, and that the purpose and functionality of the models are accessible/understandable to non-scientists (especially humanitarians).
Evaluation, Accountability and Learning
To support with evidence gathering activities, contracting discrete pieces of research, communication and advocacy about the initiative. This may involve representation of Start Network members at external events to share updates and learning on Disaster Risk Financing initiatives. They will also support with external reporting as required.
Support to wider network development activities
To provide support as needed to wider Start Network activities happening in Zimbabwe as required, for example the due diligence pilot and/or the development of anticipation capabilities linked to the global Start Fund.
Qualifications, Skills And Experience
A degree in Disaster Risk Finance, Insurance & Risk Management , Disaster Risk Management or any related field.
A Masters ’ degree will be an added advantage
Experience in disaster risk finance, disaster risk management, Humanitarian Early Action in NGOs, government bodies, UN agencies or Red Cross/Red Crescent Movement.
Excellent project management skills.
Good interpersonal skills with the ability to interact with a variety of stakeholders from international and local NGOs representatives to Government representatives
F luent in English, writing and reading. French would be desirable but not essential
Computer literacy
Clean class 4 driver ’ s license.
