Introduction and background
Corruption has increased especially in the public sector owing to various reasons. The Global corruption Barometer (GCB) states that 1 in every 4 people have paid a bribe in the public sector. 63 percent of the people are of the view that corruption has increased especially in the public sector and the government is not doing enough to respond to various forms of corruption. In Zimbabwe, there has been a rise of systemic corruption in most public institutions contributing to poor service delivery. The increase in corruption in the public sector is as a result of high levels of impunity, weak institutions and the view of corruption as a survival activity.
