About OPHID
The Organization for Public Health Interventions and Development (OPHID) PVO 31/16 develops and implements innovative approaches and strategies to strengthen HIV Care and Treatment services in Zimbabwe, by providing enhanced access for communities to comprehensive HIV prevention, care and treatment. OPHID works with the Ministry of Health and Child Care (MOHCC) in implementing these interventions.
Position summary
The Strategic Information and Evaluation Manager (SIE Manager)-Covid-Go project is responsible for implementing health monitoring and evaluation systems for the Covid-GO! program and other OPHID programs as necessary. The SIE Manager reports directly to the Director of Strategic Information and Evaluation and provides direct mentorship and supervisory support to the Covid-Go SIE assistant and project staff based in the districts. The SIE manager supports the Provincial Program Manager in providing information relevant to the supervision and performance management of the project staff at that level. The SIE Manager will be responsible for building the capacity of project staff, including interacting with M&E Officers of the TASQC program and Ministry of Health and Child Care (MOHCC) at various levels.
Key responsibilities
Work with the SIE&L Director in the development of Performance Monitoring Plans (PMP) and cascade to partners in order to enhance quality strategic information in line with the national Covid-19 frameworks and USAID guidance; Assist in the conceptualization and development of all SIE systems to support and strengthen program implementation; Assist in developing the SIE budget for all activities in the PMP and monitor the consortium budget to ensure delivery of outputs in a cost-efficient manner; Lead in rolling out and implementing the minimum package of Covid-Go SIE activities at facility level; Lead in the reporting and performing of data quality activities for all data reported in OPHID (DHIS2, Google sheets etc) and USAID (DATIM) databases; Conduct data analysis to identify program gaps at district/facility level and aid data-driven program implementation; Conduct RDQAs to ascertain the district/facility level outputs as reported by the project officers; Support the district project officers in monitoring outputs for ALL district/facility level activities and performance managing the district SIE officers; Participate in the review, development and implementation of all strategic information and evaluation systems and processes to strengthen program implementation at all levels of the Covid-Go project; Health Information System Strengthening: Participate in developing tools to support the MOHCC Surveillance Pillar in accurate documentation, aggregation entry, reporting and utilization of data from primary data sources in line with the MOHCC HMIS guidelines; Support the development and deployment of internal electronic SIE systems (ODK Collect, DHIS 2 tracker, other), and developing the support package for electronic systems deployed within the MOHCC health system (DHIS2, ePMS, EHR, etc) to ensure efficient collection, aggregation and dissemination of information; Lead in the production of all SIE reports on program performance, and on data processes, systems and quality to inculcate evidence-based programing at all levels of the covid-19 response, and for other stakeholders including MOHCC, partners and donors; Design and prepare sound protocols and tools for rapid assessments, “deep-dives”, best practices documentation to generate evidence and knowledge for the program; Oversee and supervise the Covid-Go SIE assistant during data collection for operational research projects, deep dives and best practice documentation; Conduct data analysis (qualitative and quantitative) for on all material generated through operations research, deep dives and best practice documentation to derive insights and key issues for improving programs.
Person specification
A bachelor’s degree in public health, health sciences, operations research AND a completed program in a quantitative area (M&E, biostatistics); A master’s degree in epidemiology, public health, biostatistics, M&E, demography or similar; Minimum of five years’ experience and demonstrated practical skills in monitoring epidemic surveillance and response programmes; Demonstrate working knowledge of the HMIS, and experience of supporting MOHCC district/provincial/national level SIE/M&E; Competency in data analysis using Advanced Excel, SAS, SPSS, STATA, Epi-Info or any other data analysis software; Experience working with multiple stakeholders and familiarity with PEPFAR MER indicators and reporting requirements
