Summary

Manages democratic development programs and assists in the oversight of the assigned regional department program by performing the duties listed below.


Responsibilities

Drafts proposals, work plans, quarterly and other reports with minimal substance guidance; Edits work of Program and Senior Program Assistants and Program Officers; Develops program concepts and leads strategic discussions; Supports proposal process and timeline for proposal submissions; Develops program objectives, results and indicators, as well as program strategy; Liaises, as necessary, with NDI staff based in Washington, DC; Leads work plan discussions and supports processes for work plan drafting and submission; Contributes to overall strategy and vision; Handles all of program management; Anticipates and plans for programmatic needs and acts accordingly; Provides guidance to staff in this area; Oversees programmatic progress and measures program performance, timing and results; Conducts assessments; Contributes to the planning, design and evaluation of NDI's programs for Zimbabwe in collaboration with the Program Manager for Monitoring Evaluation and Learning, NDI staff in Washington, DC, local partners, in-house experts and external and advisors; Represents NDI at local conferences and meetings with NGO community, funders and donors and members of the foreign policy community to assist with NDI's public outreach, in consultation with the Resident Country Director; Lends support to the Country Director and Director for Elections by providing effective management of multiple grants with multiple programs and reconciliations; Appropriate application of allowable costs; Ensures that they stay within budget limits; Anticipates and successfully addresses costs and overages, and implements solutions to budget variances; Guides other staff regarding structures and mechanisms; Collaborates closely with the Director of Finance and Administration on budgets and with Senior Sub Grants Manager on oversight of sub grantees; Travels to different parts of the country as instructed to plan and lead political assessments, assess new opportunities, participate in and evaluate current projects, and negotiate with key program contacts, political leaders, donors and others; Provides support, as requested, for local and regional program conferences / workshops and meetings; Organizes major cross-functional workshops; Organizes delegations abroad; Supervises Program Officers / Assistants as assigned, and identifies development opportunities for Program and Senior Program Assistants and Program Officers; Maintains collaborative relationships with international democratic development organizations, civic organizations and NDI's network of volunteer trainer and experts; Acts as back-up to team members not present; Performs other duties as required and requested by the Resident Country Director.


Person specification

Qualifications: First degree in law, human rights, development studies or project management. Postgraduate qualification in these fields an added advantage; Demonstrate problem solving and analytical skills in the context of project management and partner supervision; Five years work experience in grant management roles in an international NGO environment; Experience managing multiple sub-grants and monitoring partner performance; Knowledge of USAID reporting and results measurement; Experience in human rights, election cycle programming and indicator performance management; Must have high report writing standards and frequently review narrative and financial reporting from partners; Ability to work remotely online and to convene meetings and conferences.
