Research, Monitoring, Evaluation and Learning Officer: Zimbabwe National Network of PLHIV (ZNNP+) Deadline: 17 January 2020 Reports To: Executive Director Subordinates: RMEL Assistant Overview of the role The RMEL Officer will provide strategic oversight and leadership combined with the technical expertise to ensure that ZNNP+’s RMEL systems are implemented effectively and are agile and fit for purpose as the programme evolves. A key part of the role will be capacity building and remote support to the Provincial Coordinators. Advocating for accountable programmes will be key to this role which should ensure evidence-based programming and donor compliance. Key responsibilities Lead on development and updating of RMEL Frameworks for the organisation, bringing together tools and outlining systems. Develop new tools as required; Provide leadership on issues of programme quality, monitoring and learning; Support the development of job descriptions, management structures and performance management, alongside the Provincial Coordinators; Oversee the RMEL budget, ensuring appropriate grant budgets are developed and spending is in line with those budgets; Develop and deliver learning packages for all ZNNP+ staff, ensuring systematic learning from internal reports, external evaluations, and third-party reporting; Conduct systematic data quality audit checks and ensure tool and reporting mechanisms are reviewed and updated to meet organisational needs; Feed into the overall programme strategy, providing data and analysis as required for strategic purposes and new programme design, including proposal development; Ensure that all grant proposals and reporting include solid RMEL components and work with the Programmes teams to develop appropriate results frameworks, log-frames and indicators; Be an advocate for learning in the organisation, ensuring that learning is systematically captured and shared effectively with key stakeholders; Continue to develop and improve on ZNNP+ monitoring systems meant to ensure accountability, to network members, beneficiaries and to donors; Undertake additional roles requested by Executive Director. To be successful in this role, you will need BSc. Degree in any of the following: Social Sciences, Development Studies, Statistics or relevant discipline; A minimum of three (3) years’ experience with RMEL or Accountability activities for humanitarian programming; Strong knowledge of and demonstrated practical experience of RMEL methodology (particularly appropriate quantitative and qualitative/participatory research methods), data analysis and report writing; Demonstrated experience with distance/remote management a plus; Proven capacity to build the RMEL skills of colleagues, partners and community members; Confident presentation and facilitation skills, proven record in provision of trainings a plus; Advanced skills with MS Office (particularly Excel). Knowledge of statistical software packages, such as MS Access, SPSS, Stata an added advantage; Ability to work under pressure, with minimum supervision; Excellent oral and written (English) communication skills; Demonstrated commitment to working with PLHIV (including key populations, women, children and youths); Be culturally sensitive and empathetic to others, with a ‘can do’ attitude.
