REGIONAL PROGRAMME COORDINATOR
TERMS OF REFERENCE
1. INTRODUCTION
A local faith-based organization seeks the services of an experienced Regional Programme Coordinator who will head the organization’s Western Region Office as well as provide technical and programmatic leadership. Working under the direct supervision of the Programmes Manager, the Regional Programme Coordinator will provide overall leadership, management and technical guidance to ensure the achievement of the organization’s objectives and delivery of program and projects outcomes across the four Provinces of Bulawayo, Matabeleland North, Matabeleland South and Midlands.
2. SCOPE OF WORK
The primary duties of the Regional Programme Coordinator will include:
• Provide leadership in the preparation and implementation of the Annual Regional Work Plan and budget, based on the approved National Annual Workplan and budget;
• Spearhead regional programme development based on applicable local and international policy and practice norms and standards, including but not limited to Do No Harm, SPHERE standards, Project Cycle Management and Results Based Management;
• Develop and execute strategies to mobilise and capacitate regional church structures to actively drive regional programmes and processes;
• Undertake regular context monitoring and risk analysis and adjust programme strategies accordingly
• Prepare timely and quality program implementation reports for submission to the Program Manager in accordance with organizational reporting procedures;
• Undertake regular consultation, and mapping and analysis of stakeholder interests and concerns in relation to the organization’s regional and national programmes
• Develop and implement a regional partnership and networking strategy informed by the organization’s strategy and standards;
• Establish a niche area for the region and undertake innovative policy research and advocacy on strategic issues;
• Develop and operationalize a regional knowledge management system with a functional database that tracks the numeral presence and development/growth of the organization;
• Identify resource mobilization opportunities and develop successful project proposals in consultation with the Finance and Programs Manager;
• Ensure that the cross-cutting themes of gender, protection, research, ecumenical liaison, and organizational sustainability are integrated in the work of the organization;
• Working closely with the Programs Manager, to effectively and efficiently coordinate all special projects implemented in the respective provinces;
• Maintain records, with support of the Administrative Assistant, on technical and financial aspects of organizational operations, including monitoring of activities and their outcomes, as well as minutes, decisions and recommendations of meetings and workshops;
• Supervise and develop regional staff and volunteer in line with institutional HR policy;
3. DURATION, LOCATION AND NATURE OF APPOINTMENT
• The appointment of the Regional Programme Coordinator will be for 1 year renewable upon availability of resources;
• The Regional Programme Coordinator will work from Bulawayo and travel to the other three provinces to oversee special projects’ implementation.
4. QUALIFICATIONS
The Regional Coordinator will have the following qualifications:
• At least 5 years working experience in program management;
• Possession of Bachelor and a Master’s level degree in Governance; Social Sciences; Development Studies, Emergency Management, Peace or any other relevant qualifications;
• Knowledge about current debates on devolution, peace and development;
• Strong management skills including ability to provide strategic guidance, technical oversight, mentor staff, build strong teams, develop work plans, and manage budgets and project expenditures;
• Good multi-cultural and interpersonal skills with experience in networking with partners at all levels (ministry, funders, private sector, NGOs and local community based organizations);
• Experience in the implementation of participatory projects;
• Proven written, analytical, presentation and reporting skills and demonstrated computing skills;
• Fluency in spoken and written Ndebele and English and any other local languages;
