Objective of the programme


The Government of the People's Republic of Bangladesh (GoB) has received a Credit from the International Development Association (IDA) towards the cost of Health and Gender Support Project (HGSP). Subsequently, an agreement established and signed between WHO and Ministry of Health (MoHFW), GoB. The overall objective of the WHO’s operational activities under the HGSP is to manage the HGSP’s investments on building capacity with respect to: (i) the management of Non-Communicable Disease (NCDs) from community up to district levels at all levels of care; (ii) diagnostic capacity on tuberculosis (TB); (iii) management of environmental risk factors (including health care waste) at and beyond the health facilities; (iv) strengthen laboratory facilities and safe blood transfusions; (v) preparedness and response to health emergencies from community to district Upazila levels; and (vi) strengthened coordination among different stakeholders.


Description of duties:


Under the overall guidance and supervision of the Project Director, the signatory will be assigned to the PIU, MoHFW, GoB and will have the following job responsibilities:


Provide technical support (writing report, meeting minutes, making PowerPoint presentations) to Civil surgeon, DDFP, Chief Coordinator, and other health agencies for ensuring strengthen health and family planning intervention support to Cox’s Bazar district.

Coordinate or combine the resources of government institutions, UN organizations, National and International NGOs, or other agencies to enhance the health and family planning intervention support.

Maintain liaison with LD office, Civil Surgeon, DDFP, representatives of different UN, NGO & INGO, and relevant government officials and other stakeholders to ensure optimum achievement of health and family planning interventions support.

Participate during different health and family planning-related meetings like health sector coordination meetings, SAG meetings, EPI case management meetings, and NCD core group meetings at Cox’s Bazar level and update Civil surgeon/DDFP accordingly.

Provide technical assistance to formulate training materials/guidelines/data collection tools, and to carry out epidemiological needs.

Compile, consolidate and analyze data on programme implementation and indicators (e.g. health, family planning, nutrition, water, and sanitation) in order to facilitate the preparation of periodic reports.

Support to provide necessary technical and administrative support for the arrangement of training/workshops.

Regularly visit the Ministry of Health and Family Welfare Coordination Center, supported health facilities, and coordinate the work of doctors, nurses, paramedics, and other staff members to ensure quality health and family planning service.

Provide technical assistance to the Family Planning department in planning, implementation, monitoring, and supervision focusing on the quality of services, commodity securities, performance gaps, and areas where needs further interventions.

Support assessments of health hazards for both communicable and non-communicable diseases in the in- Cox's Bazar district and other areas, as may be assigned.

Perform any other responsibilities/duties assigned by the supervisors.

Bachelor’s degree in Medicine (MBBS) or equivalent from an accredited academic institution.

Desirable:


Master’s in Public Health (MPH), Epidemiology or any relevant field would be an advantage.

Knowledge and experience of working in public health sector in humanitarian crisis situation will be an added advantage;

At least three years of experience in public health programmes, preferably with international/national organizations


Desirable:


Experience in UN agency, International Organization, and NGOs etc.

Working experience in Cox’s Bazar district and/or knowledge on coordination and management of the FDMNs/Rohingya refugees will be a plus;

Previous work in Government health system under MOHFW will add value to the position;
