Job Summary

Position Title: Protection and Accountability Officer-DREAMS Location: Bulawayo Supervisor: Program Director The Determined, Resilient, Empowered, AIDS-free, Mentored, and Safe women (DREAMS) project in Zimbabwe is focused on reducing new HIV infections amongst adolescent girls and young women (AGYW). The DREAMS Project is being implemented in six priority high HIV burden districts in Zimbabwe i.e. Bulawayo, Chipinge, Gweru, Mazowe, Makoni, and Mutare. Under FHI360’s the DREAMS Project primary role in is to deliver a comprehensive curriculum on HIV and sexual violence prevention, gender norms and social asset building targeted at AGYW in school, out of school and their sexual partners at community level. The core package of interventions consists of social asset building, social protection, family and caregiver skills building, community norms activities that are complemented by provision of youth friendly sexual and reproductive health services. Position Summary: The Protection and Accountability Officer is responsible for supporting and upholding the commitment to safeguarding and accountability of this project to beneficiaries and communities across targeted districts at all stages of the response. The Officer is responsible for building capacity and knowledge of Safeguarding and Accountability ; ensuring the establishment of a functional Community-based Reporting Mechanism (CBRM); being the focal point and source of expertise in safeguarding and to advise DREAMS team on these areas.

Duties And Responsibilities

Responsibilities include: To support the development/adaptation of a Community-based Reporting Mechanism (CBRM). To ensure that a solid feedback mechanism system is in place to handle all forms of feedback, complaints and compliments from beneficiaries and other stakeholders. Works with SIE Manager to assess the project’s adherence to FHI 360’s safeguarding framework. Provides inputs into the learning agenda by assisting with the identification of case studies and most significant change stories for documentation. To ensure that vulnerable groups are included at regular community feedback meetings or set up separate meetings. To support the development/adaptation of tools including: client-exit survey and post activity monitoring tools; Capacity building tools and methodologies on safeguarding and accountability including safeguarding risk assessment and monitoring tools; Prevention of sexual exploitation and abuse (PSEA) systems; Sensitization sessions To build capacity of and sensitize program staff, volunteers, beneficiaries and service providers on safeguarding and the CBRM. To conduct regular Safeguarding and Accountability Monitoring Visits (SAMV), produce technical reports and feedback to stakeholders. In collaboration with the Strategic Information and Evaluation (SIE) Team, develop the procedures for receiving, handling and responding to feedback and complaints. In coordination with the SIE, develop and disseminate written safeguarding and accountability materials for the program. To develop a system for prevention of sexual exploitation and abuse (PSEA) through mapping and testing of referral pathways for survivor-
Follows up on accountability issues emanating from the field, in coordination with field staff, and devising action plans to resolve issues Inputs into the Project quarterly and final reporting for the project Ensure timely compilation and submission of quality, and accurate reports as required.

Qualifications And Experience

Knowledge, skills and abilities: Firm believer in integrity, accountability and transparency Acts according to FHI360 values; uses ethical considerations to guide decisions Solid understanding and working experience of safeguarding and accountability Respectful, willing to cooperate with and support project stakeholders including colleagues, beneficiaries, local community and local leaders Communicates clearly verbally and in writing Executes work effectively and efficiently Manages conflicting priorities to meet deadlines under strict time constraints Pays attention to detail in all Project outputs Makes innovative and creative contributions to Project design Qualifications and requirements: University degree in social and political sciences, law or other relevant studies 3 years’ experience in gender and women/girls rights and empowerment programming, community development and training/facilitation and/or education Ability to write and speak Ndebele is a must Good planning and writing skills and analytical thinking Excellent communication and negotiation skills and experience in community mobilization Experience in facilitation, developing and delivering training sessions to a variety of audiences An in-depth knowledge of health issues for adolescent Young girls and Women in Zimbabwe is essential as is integrated Project delivery at community level Strong community mobilization skills Experience working with the local partners Must have basic M & E knowledge and some research knowledge Advocacy skills would be a distinct advantage Excellent communication and writing skills. The incumbent must be able to write project briefs, project reports, articles and conference presentations Demonstrated experience in training and facilitation.
