Project Officer – Gender and Extractives: Centre for Natural Resource Governance Deadline: 21 September 2020 A Zimbabwean CSO based in Harare is looking for a qualified candidate to fill the position of Project Officer – Gender and Extractive Industries that has fallen vacant within the organization. This is a full time position requiring someone with more than 5 years’ experience advocating for and defending rights of women in Zimbabwe. The position requires a candidate with deep understanding of human rights, gender and the extractive industries landscape of Zimbabwe. Further, the ideal candidate must have contemporary knowledge of the effects of extractive industries on the economy, environment and community. The successful candidate will support the Programs Manager and Executive Director in fundraising for the organization. Background For two decades now, Zimbabwe has witnessed an increase in the number of investors in the extractives sector, coming in to explore and extract its vast mineral resource endowment. Much of the minerals are located in rural and peri-urban communities where more than 70% of the population live without a secure land tenure. The extractive industries have created a lot of socio-economic challenges for host communities where the extractive companies grab land, pollute rivers, disrupt community life and more importantly commit economic injustice by failing to reinvest profits in communities negatively impacted by their activities. Whilst host communities generally suffer from the externalized costs of extractive industries, there are gender specific effects which have had severe effects on women and, by extension, children. Nevertheless, there has been a growing body of knowledge on the impact of extractive industries on women. There has also been a loud voice from women and civil society challenging the resource curse, demanding corporates and the state to account for resource exploitation and ameliorate the conditions of women affected by extractive industries. Our organization is one of the key players fighting to end resource looting and defending the rights of women affected by extractive industries through research and publications, civic education, lobbying and stakeholder engagement. We do not just expose the problem, but rather we capacitate the affected communities and women to become agents of the change they seek. This is an exciting journey we have walked for the past 8 years with incremental success. Position summary Under the guidance and supervision of the Program Manager, the Project Officer will be responsible for the Gender and Extractives Pillar of the organisation. The Project Officer will work with teams involved in various pillars of the organisation that are invariably related to the Gender and Extractives Pillar. Primary responsibilities include the facilitation of field activities, guided by project implementation plans. S/He will participate in organisation’s lobbying and advocacy work which involves research, stakeholder engagement, networking, campaigns, civic education and participating in policy dialogues. The Officer will carry out the following duties Facilitating workshops or trainings for women affected by extractive industries to empower the women to defend their rights against corporate power; Conceptualising and developing tools for interventions designed to improve natural resource governance in project areas as well as tools for addressing gendered impacts of extractive industries; Writing project reports for submission to the Programs Manager; Participating in fundraising initiatives to raise resources for the project; Producing from a gender-lens, in-depth analytical documents for publication on web-based platforms such as organizational website, online forums and social media; Updating records on gender issues, policies and practices to ensure the delivery of projects complies with agreed project management plan; Assist the project teams to complete tasks and implement project plans to ensure that the organisation’s gender outcomes are achieved; Representing the organisation at workshops and conferences, and participating in project update meetings with the donor and strategic allies; Taking up additional tasks as may be directed by the Programs Manager. Qualifications Master’s Degree in Gender Studies / Social Science / Development studies or related field; Minimum of 5 years’ experience in the gender programming preferably in a position that overlapped with mitigating effects of extractive industries; Good investigative and report writing skills; In-depth understanding of gender and other socio-cultural factors in the context of rural settings; Ability to generate knowledge from field experiences so as to contribute to the growing body of knowledge on extractive industries and gender; Knowledge of climate change adaptation and resilience; Experience in programming of international donor-funded projects; Good analytical skills and ability to conceptualize and operationalise gender mainstreaming tools to address gendered impacts of extractive industries; A good understanding of extractive industries operations in Zimbabwe as they pertain to the rights of communities; Ability to engage and network with relevant stakeholders in the extractives value chain; Excellent presentation skills; Good fundraising, proposal writing and engagement skills.
