Project Manager - EU Grant funded 'Strengthening the Capacity of Disabled Persons Organizations' project

Location - Kwekwe Program Area

Reporting to the Program Area Manager and Child Protection Technical Lead, the Project Manager for the Strengthening the Capacity of Disabled Persons Organizations is responsible for promoting inclusive dialogue and participation in governance. Together with Leonard Cheshire Disability Zimbabwe, the Project Manager provides technical guidance and support to targeted Disabled Persons Organizations on internal governance and organizational support including grassroots strengthening and co-ordinates the engagement of DPOs, policy makers, CSOs and regional/sub-regional networks to influence the development and implementation of policies for the realization of disability rights.

Accountabilities:

Overall responsibility for the effective management and implementation of the 'Strengthening the Capacity of Disabled Persons Organisations' to promote inclusive dialogue and participation in governance in Manicaland, Midlands, Masvingo Province, Zimbabwe project in accordance with set procedures, systems and guidelines.

Monitor expenses against the approved budget ensuring timely utilization of funds and compliance with donor requirements.

Ensure monitoring systems are in place and that project reviews are carried out periodically in partnership with Leonard Cheshire Disability Zimbabwe, DPOs and their grassroots structures.

Ensure familiarity with donor compliance issues, ensuring the project is compliant with these and Plan procedures.

Ensure that Plan complies with all legal and administrative requirements in country.

Maintain good inter-team communications, good team dynamics and take suitable action when problems occur.

Ensure key stakeholders are kept informed of Plan/LCDZ activities as appropriate (e.g. donor, government authorities etc.).

Provide leadership for the consortium for effective engagement with government stakeholders, civil society organisations, academic and research institutions disability rights advocacy

Identify opportunities to share experiences and learning with other regional/international CSO networks on disability rights

Develop and roll out capacity building activities for DPOs and their grassroots structures on their internal governance and organisational support functions for effective implementation of the grant.

Build the capacity of DPOs and their grassroots structures in Disability Inclusive Disaster Risk Reduction (DiDRR)

Provide oversight on the development of tools and processes for organizational assessments and review structured capacity building plans for quality control

Coordinates periodic meetings of Project Steering Committee (PSC) and the Technical Advisory Group (TAG)

Provide backstopping support to the eco-applicant, Leonard Cheshire Disability Zimbabwe for the smooth operation of the project.

Network with organizations working within the same sector and disseminate information within and outside the organization.

Familiarity with donor compliance issues, ensuring the project is compliant with these and Plan procedures.

Appropriate administrative, financial and logistical Plan systems/procedures are in place, maintained and adhered to so that all support functions are carried out effectively and efficiently.

Responsible for the preparation of projected expenditures quarterly.

Overall responsibility of the project financial management in line with approved project proposal.

Promote and abide by internal policies and procedures including but not limited to: Gender Equality Policy, Child and Young People Protection Policy; Code of Conduct; and the overall mandatory reporting responsibility

Knowledge:

A degree in Social Sciences or related field experience working with the disability movement.

A minimum of 5 years community development exposure coordinating development programs and implementing partners at a supervisor level

Ability to work with teams, communicate and coordinate with government departments and other agencies at various levels.

Experience in liaising with donors, government officials, other NGOs, and the EU

Experience of donor liaison

Experience in financial, budget and administrative management or related issues

K knowledge of disability issues in Zimbabwe and understanding of policy making processes
