Accountabilities

  • Provide overall technical vision, leadership, and project management, ensuring an integrated vision among different components of the project delivering the project objective using gender transformative approaches.
  • Provide leadership in developing and implementing timely, quality quarterly and annual implementation plans and budgets.
  • Prepare, submit and disseminate quality annual, periodic reports (both narrative and Financial) to donor as per donor requirements and project monitoring and evaluation plan.
  • Provide effective coordination and management of partnerships as well as with all other actors with a focus on achieving desired results in line with desired project impact.
  • Ensure that all assistance is technically sound and appropriate and reflects the project’s strategic long-term vision, desired impact, cost effectiveness and sustainability.
  • Support timely strategic and proper coordination of communications with Plan International staff, partners and all other stakeholders to ensure smooth running of the project
  • Ensure effective project budget utilization, management and monitoring of partners, including timely accountability of the funds in line with accounting policies and procedures of Plan International. 
  • Manage project resources including procurements efficiently and effectively in accordance with Plan International guidelines and in accordance with grant conditions.
  • Supervise technical thematic staff recruited for effective implementation of this project and provide leadership to the project team including mentorship and coaching to enhance staff and partner capacity for effective implementation of the project
  • Establish good working relations with children, families, community leadership, and community based organizations (CBOs), government extension staff and other stakeholders at district levels
  • Represent and link Plan International Tanzania and the project externally with partners, government and other agencies/alliances at district and national level on policy and advocacy and other project related issues as required in consultation with Program Unit Manager, Head of Child Protection and Head of Communication and Advocacy.
  • Ensures that Plan International’s Safeguarding Children and Young People (SCYP) and Gender Equality and Inclusion (GEI) are fully embedded in accordance with the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of responsibility. This includes, but is not limited to, ensuring staff and associates are aware of and understand their responsibilities under these policies and Plan International’s Code of Conduct (CoC), their relevance to their area of work, and that concerns are reported and managed in accordance with the appropriate procedures.

Implementation, MER, REPORTING AND DOCUMENTATION

  • Develop project level monitoring plan and monitor activities 
  • Budget control – track program spending, provide timely and regular updates in M & E systems, analyze deviations and take corrective action as needed.
  • Ensure quality implementation on activities on livelihoods promotion, adolescent and sexual reproductive health, child protection systems strengthening, promotion of education
  • Conduct monitoring and evaluation of the project activities using program quality assessment tools
  • Ensure age and sex-disaggregated data is provided and analyzed during situation assessments, monitoring, reviews, reporting and documentation
  • Prepare project implementation reports  as per requirement of donors and project on a timely manner
  • Organize periodic review and reflection workshops/meetings to review project plan and strategies and document learning and evidences

  •  Head of  Youth Economic Empowerment; on strengthening and delivering the livelihood, Youth economic empowerment components of the project
  • Head of Monitoring and Evaluation- For project monitoring plan and result tracking
  • Gender Equality Specialist on strengthening Gender transformative approaches for the project
  • Business Development Specialist; on donor compliance and coordination of donor communications
  • Senior  Grants Manager; on budget and expenditure tracking and compliance
  •  Head of Partnership on CSO capacity building and partnership management, MOUs and annual contracts

Technical expertise, skills and knowledge

Essential
  • Education – University degree in Social work / community development/social science/ development studies; Master level will be an added advantage
  • Training – key exposure to courses on:  Project management, Child protection, Gender equality,  Monitoring and evaluation, partnership management; Human Rights Conventions, CRC
  • At least 5 years practical experience in project and budget management in Donor funded projects.
  • Ability to work in teams, communicate and coordinate with government departments and other development agencies at district level
  • Knowledge of development issues, trends, challenges and opportunities and implications to community development, especially child protection
  • Strong project management skills
  • Knowledge of Gender and Child rights issues
  • Excellent networking and partnership building skills
  • Strong team-building and motivational skills
  • Knowledge in the area of Advocacy and Influencing is an asset
  • Strong community facilitation skills
  • Cultural sensitivity  i.e. building and working effectively within a diverse working environment
