Transparency International Zimbabwe (TI Z) a non-profit, non-partisan, systems oriented local chapter of the international movement against corruption seeks to recruit a Programmes Officer - Advocacy and Policy based in Mutare. Under the overall guidance of the Head of Programmes, the Programmes Officer - Advocacy and Policy is responsible for mobilization of citizens as citizen activists against corruption, providing public education and awareness, planning creative campaigns to engage and empower the public for better understanding and participation in anti-corruption initiatives as well as enhancing the ability of Transparency International Zimbabwe to bring about policy change at national, regional and international levels by promoting sound and evidence-based policy. Duties and Responsibilities Manages and oversees implementation of all programmes at regional level; Empowers citizens through targeted programmes and activities to participate and lead in the fight against corruption, this includes: conducting anti-corruption public education to increase awareness and understanding amongst citizens on issues related to corruption so as to foster a culture that shuns corruption and building and supporting volunteer grassroots structures in designated provinces across the country through Accountability Monitoring Committees community structures; Facilitates communities to lobby and engage policy and decision makers in local government, private sector and government to review, reform and monitor legislation and policies that promote standards of accountability, transparency and integrity; Develop and implement programme specific advocacy initiatives and campaigns; Lead on the development of the organisations key global advocacy messages and on the identification of strategic and targeted audiences that can act as agents of change. This also includes developing policy recommendations/ positions for targeted agents of change; Preparation of monthly, quarterly and annual regional programming reports; Be accountable for the regional programming budget, including the development of the budget and timely and accurate financial reporting (liquidations and petty cash reconciliations) in line with organisational and donor requirements; Contribute to monitoring, evaluation and learning activities Knowledge, experience and skills Masters degree or equivalent, preferably in law, political science, economics or another relevant field; At least two years of relevant work experience in the fields of anti-corruption or good governance; specific experience on research and policy work related to asset recovery, public procurement or political integrity an advantage; Ability to work under pressure, manage competing priorities and maintain a professional approach; Ability to read, analyse and simplify legal and policy documentation for communities; Good interpersonal skills and ability to work as part of a team in a multi-cultural environment; Exceptional stakeholder engagement skills in a range of contexts and with actors from the private sector, government and civil society; Excellent oral and written communication and presentation skills; IT proficiency, especially with social media applications; Entrepreneurial, creative and opportunity-driven mind-set; Commitment to the values and goals of Transparency International Zimbabwe.
