Introduction
The Government of Zimbabwe has received funding from the World Bank-Global Financing Facility to implement the Zimbabwe Health Sector Development Support Project (HSDSP) Additional Financing V. The objective of the programme is to sustain coverage and improve the quality of an integrated package of Reproductive, Maternal, Newborn, Child and Adolescent Health Plus Nutrition (RMNCAH-N) services, as well as strengthen COVID-19 response and institutional capacity to manage performance-based contracts consistent with the Recipients’ ongoing health initiatives. Cordaid is the Programme Implementing Entity.
The project will expand the Results-Based Financing (RBF) package of services to cover prioritized RMNCAH-N and other related services to respond to Zimbabwe’s burden of disease while also reconfiguring the RBF approach to appropriately respond to the COVID-19 pandemic. In addition to continuing to support institutionalization of the RBF programme in Zimbabwe, the project will support central hospitals and provincial hospitals through quality focused RBF; pilot extended supply side of community RBF through community-based health workers; scale up the pilot urban RBF to the remaining facilities in the two urban cities i.e. Harare and Bulawayo and undertake a feasibility assessment of introducing the health equity card. The project will also support the Government’s COVID emergency response and further strengthen institutional capacity through implementation of selected health financing reforms.
Purpose of the position
The Programme Assistant will support claims processing, referral analysis, capacity building of nurses, and community health workers, data verification, electronic document management, the payment processes for the Urban Voucher programme and will provide support for the compilation and preparation of the UV progress reports.
Reporting Structure and Supervision Responsibility
The UV programme assistant will directly report to the Voucher Management Expert and City of Bulawayo Health Services Director
Key Responsibilities and Accountabilities
Voucher Management: Handle direct billing voucher claims and act as a focal point for claims requiring voucher knowledge; Routinely screen and manage and verify claim forms in a timely manner as per the Programme Implementation Manual and the Standard Operating Procedures. In addition, undertake technical and in-depth analysis of the claim forms before approving, investigating the claim or rejecting payment; Assess whether referrals made to Central hospitals adhere to procedures; Develop the capacity of nurses in maternity and neonatal care and community health workers in beneficiary identification and follow up of pregnant women; Work very closely with focal persons within the City Health Department, District Health Executive members, and Department of Housing and Community Services, to capacitate them on the Urban Voucher processes including document management and payments for institutionalisation purposes; Assess, check and verify whether the reported quantity of the services delivered is correct; Work efficiently and effectively to eliminate any chance of fraud and abuse over a claim and flag any suspicious cases as soon as possible and complete fraud investigation process; Fully investigate all information that is received concerning claims and query any anomalies that may occur; Update system notes for claims assessed accurately and in a timely manner; Update and provide proper and complete instructions on claim eligibility provided on pre assessment sheet for proper and timely settlement of the claim; Assist in the verification of vouchers, submitted claims and check invoices for making payments to the service providers; Maintain a record of claims, errors recorded and issues under investigation in trackable format/dockets and update the Voucher Expert on any outstanding or pending issues and claims; Follow up on the timely submission of claims and other programmatic reports including payment processing.
Document Management: Scrutinize submitted programme documents to ensure compliance with the programme standards and audit requirements; Coordinate and be the focal point for organizing shared documents; the Programme Assistant will be responsible for all the digital filing, updating, labelling and archiving in the shared and public documents folder on the server; Follow-up, coordinate and ensure that the hard copy – RBF Programme Files are up-to date and meet the Standard Cordaid Filing and Archiving system and procedures; Support the compilation and preparation of the UV progress reports.
Payment: Update and maintain an accurate record of the Community Based Organisations, Community health workers and Case care workers contact list and the payment points; Facilitate the payments for Community Based Organisations, Community Health Workers, Community Care Workers, Social services officers as per the agreed payment method and due times; Attend to queries and complaints of Community Based Organisations, Community Health Workers, Community Care Workers, Social services officers in regard to payments and follow-up on the written confirmation of payment receipts; Any other duties as and when required and may be assigned by the line manager.

Selection Criteria
The UV programme assistant shall be selected based on the Individual Specialist selection method of the World Bank’s regulations. Main criteria for the selection will be relevant work experience and qualifications.
Required Qualifications, Experience and Skills
Possess a Clinical background – at least a diploma in Nursing and/or Midwifery, with at least three years of clinical experience and an additional two years of managerial experience at health facility level. A degree in Nursing/ Midwifery would be an added advantage; Proven experience in compiling and auditing of health data, with progressive administrative experience; Proven experience in the RBF programme is an added advantage; Excellent communication skills including writing skills and telephone manner; Excellent interpersonal skill including negotiation skills, interview skills and training; Experience in assessing voucher claims function within health organisation is of an added advantage; Proficiency in the use of computers and office software packages (MS Word, Excel, PowerPoint); Should be adaptable and able to work with minimal supervision; Possess high level of organisational skills and demonstrate initiation and be able to prioritise varied and important tasks; Show honesty, integrity, trustworthy and loyalty; Ability to respond to multiple team objectives.
Duration of Service
The UV programme assistant will be contracted up to 31 December 2021 with possible contract renewal depending on performance and availability of Project funding.
Facilities to be Provided by Cordaid
Cordaid shall provide following facilities to the consultant during her/his tenure of services : Office space with furniture and laptop; Email and internet access; Required office stationery; Photocopying, printing, and scanning facilities.
