Project Description:


Meeting Targets and Maintaining Epidemic Control (EpiC) is a five-year global project funded by the U.S. President's Emergency Plan for AIDS Relief (PEPFAR) and the U.S. Agency for International Development (USAID). EpiC is dedicated to achieving and maintaining HIV epidemic control and the project provides strategic technical assistance (TA) and direct service delivery (DSD) to break through barriers to 95-95-95 and promote self-reliant management of national HIV programs by improving HIV case-finding, prevention, and treatment programming. FHI 360 through EpiC is working on three main activities in country:


Supporting the institutionalization of results-based financing for VMMC services

Supporting 3 local organizations manage key population investment fund community engagement grants.

Supporting the technical assistance to use of ventilators in the COVID response.

Position Summary


The EpiC Zimbabwe Program Officer will support two of the Epic Zimbabwe projects' management and execution of the EpiC Zimbabwe program, grants, consultancy agreements, payments and coordination across departments to achieve program goals. S/he will work with the EpiC Zimbabwe Senior Program Officer, EpiC Zimbabwe staff, and EpiC HQ on, monitoring, and close-out of sub-awards with local partners. The Program Officer will collect, compile, and analyze information relevant to programs. S/he will provide administrative and project support, in addition to communication efforts related to program management and execution. S/he will ensure compliance with internal and external regulations, monitor the budget for programs, and develop sub-award monitoring plans for reviewing project status. The Program Officer will ensure completion of the program activities while adhering to budget, scope, and schedule requirements. S/he will /review work plans, prepare presentations, coordinate meetings with sub-partners, and support other related program objectives and deliverables. S/he will report to the EpiC Zimbabwe Senior Program Officer.


Duties and Responsibilities:


Administrative support


Ensure timely payment of deliverables, i.e., raising the payment request forms with adequate supporting documents.

Work with consultants to prepare travel and training plans, and inform support teams in time.

Develop and see through all administrative processes to support the program travel needs, i.e., travel documents such as expense authorization forms, procurement requests for accommodation needs, per diem schedules, printing of training materials, including supporting administrative needs at trainings, etc.

Develop and execute consultant agreements and monitor consultants to ensure program deliverables are met, with adequate supporting documents.

Support the processing of invoices and payments to consultants, subpartners and other vendors.

Provide other administrative support as required for high quality deliverables.

Program support


Ensure timely implementation of the Zimbabwe program, and monitor project activities against the work plans and budgets.

Facilitate communication by answering implementing partner inquiries and liaising with FHI 360 HQ, ESARO, Country office teams and consortium organizations; and; coordinate meetings.

Contribute to monthly progress reports and other deliverables for USAID submission.

Support review and approval of deliverables and milestone schedules, and take leadership on this in the absence of the SPO.

Support program teams and consultants to produce high quality deliverables.

Provide other programmatic support as required.

Minimum Qualifications


Sensitivity to cultural differences and understanding of the political and ethical issues surrounding public health issues among key populations in Zimbabwe.

Ability to manage and complete numerous tasks with a high degree of organization and limited resources and with little or no supervision.

Experience working with civil society organizations on financial reporting and compliance for HIV and/or health-related activities.

Experience of proactively identifying risk, addressing issues, and appropriately communicating these to the project staff and other stakeholders as needed.

Experience of establishing strong working relationships with colleagues from different organizations and cultures.

Ability to meet deadlines with strong attention to consistency, detail, and quality.

Ability to travel within Zimbabwe.

Minimum Requirements


Bachelor's degree in Communications, Public Health, Social Sciences or related field required. Master's Degree an added advantage.

5-8 years' relevant experience in non-governmental organizations, program/grant management, and USAID rules and regulations.

Prior work experience on USAID funded programs with USAID PEPFAR funded programs preferred; HIV/KP-focused programs a plus.

Good communication skills and good command in written and spoken English.

Previous experience in Zimbabwe is required.

The position will be based in FHI 360's office in Harare. Open to Zimbabwean nationals only. Suitably qualified candidates openly living with HIV and/or who are representative of the key populations affected by HIV are also actively encouraged to apply.
