Policy, Advocacy and Communications (PAC) Officer: Zimbabwe National Network of PLHIV (ZNNP+) Deadline: 17 January 2020 Reports To: Head of Programmes and Training Subordinates: PAC Assistant Overview of the role The Policy, Advocacy and Communications Officer is a leader within ZNNP+. The role is responsible for leading and coordinating the organisation’s work in policy, advocacy, communications and public engagement. The PAC Officer will oversee strategic and policy engagement in advocacy, including the current global campaign, while ensuring advocacy activities remain focused on established priorities and contribute to concrete deliverables. The PAC Officer will further position, build the profile and manage the reputation of ZNNP+ via government, UN, peer agency engagement and media, with a particular focus on expanding our digital and social media footprint. The PAC Officer will also oversee key national level public engagements as they pertain to policy, advocacy and communications. This position will support the organisation in responding to the development challenges and needs of People Living with HIV and communities to contribute to long term impact. The role will lead on enhancing ZNNP+’s influence and position as a leading PLHIV-focused organisation across the country. Key responsibilities Lead and manage the ZNNP+ Policy, Advocacy and Communications efforts; Ensure ZNNP+’s communication strategy and plan are impact based and further leveraging our digital and social media footprint; Review, align and implement ZNNP+ Policy, advocacy and communication strategy as needed; Ensure that our policy, advocacy, communication and public engagement interventions can contribute to our overall resource development strategy and revenue generation; Through various communication channels, the work and impact of ZNNP+ are effectively profiled and contribute to an improved understanding, support and engagement from individuals, partners and stakeholders; Ensure that PLHIV voices are represented through local level advocacy efforts and local-national-global linkages; Build strategic partnerships with civil society, donors, government and corporations, UN entities and other organisations to enhance collective response to HIV/ AIDS; Provide support in development of grant proposals; Act as a focal point person for external and media engagement on HIV issues which may require profiling and advocacy interventions; In times of emergency responses, support messaging and policy briefs in collaboration with partners; Support assessment and research activities to gather information and analysis that would inform policy and advocacy briefing documents, assessment reports, and research papers; Ensure there is a yearly communication and digital platform action plan with deliverables in place; Ensure more field-based staff receive basic training and support so they can more effectively capture information and visuals that can be used across our various communications platforms – focus more on “telling the story from the field” and ensure the voices of PLHIV are heard; Build an executive communications plan for the Executive Director, to ensure the Executive Director is known, heard and engaged in two-way dialogue with staff; Coordinate, monitor and manage reputational risk narrative and brand issues associated with the organisation; Support the Executive Director and other senior staff to serve as key spokespersons and can be positioned as opinion leaders on relevant topics and issues; ZNNP+ prepositioned and profiled for strategic donor engagements, including corporates. To be successful in this role, you will need University Degree in Social Sciences, Humanities, Journalism, development studies, International Relations, Communications or its equivalent; A post graduate qualification is a plus; 3 - 5 years’ experience in policy, advocacy, campaigns, communications and government and stakeholder engagement; Experience of working in an NGO in the same or related capacity; Advanced understanding of social accountability methodologies; Ability to engage at a strategic level and build collaborative relationships with government, donors, media and peer agencies; Experience in developing an array of communication materials such as publications, video segments, web and other modern media; Excellent written and oral communication skills in English; Confident presentation and facilitation skills, proven record in provision of trainings a plus; Demonstrated commitment to working with PLHIV (including key populations, women, children and youths).
