Personnel Licensing Manager
Ref: CAAZ/04/2022
Reporting to: The Director Flight Safety and Standards.
Location: Head Office
Job Purpose
To support the Licencing Department by acting as primary point of contact for all Licencing processes and activities as well as ensuring quality and standardisation of licencing related functions of the department
Duties and responsibilities
- Manage and ensure the overall operations and productivity of the department in line with CAAZ’s vision, mission, and objectives in accordance with the applicable regulations and standards and Department SOPs
- Developing and maintaining standards, recommended practices and procedures relating to the licensing of flight crew members, aircraft maintenance personnel, air traffic controllers, flight operations officers/flight dispatchers and other specialities.
- Promulgating civil aviation regulations, civil aviation orders and civil airworthiness requirements, the approved licensing standards as amended from time to time and ensure that guidance material is published in aeronautical information circulars (AlCs).
- Ensuring that approved standards are being complied with and sound practices and procedures are being applied through regular inspections of approved training organizations by CAA staff.
- Enforcing civil aviation regulations, civil aviation orders and civil airworthiness requirements relating to the licensing and maintenance of competency of flight crew members, aircraft maintenance personnel, air traffic controllers, flight operations officers/flight dispatchers and other specialities and submit to the Director recommendations for action to suspend, cancel or amend licences or approvals when appropriate.
- Maintaining standardization and ensure coordination between Airworthiness, Flight Operations and Air Navigation Services departments with the Licencing Department by providing adequate instructions and guidance material, and by conducting regular meetings.
- Advising the DFSS of the state of work and significant events and developments within the Personnel Licensing Office.
- Maintaining liaison with the Chiefs of the Medical Office, Flight Operations, Airworthiness and ANS, regarding licensing standards and facilitate the inspection functions of their staff charged with licensing duties.
- Ensuring that departmental officers and other persons approved or designated to conduct flight or practical tests on behalf of CAAZ are properly appointed, trained, briefed and supplied with adequate guidance and documentation to carry out their tasks, and ensure that an efficient recording system of such approved or designated persons and of all licensing actions is maintained.
- Liaising with the International Civil Aviation Organization through the NCMC and, where appropriate, aviation authorities of other States on matters concerning standards applicable to licences and ratings and to examination and test standards and techniques for flight crew members, aircraft maintenance personnel, air traffic controllers, flight operations officers/flight dispatchers and other specialities.
- Initiating and directing study and research into licensing matters related to flight crew members, aircraft maintenance personnel, air traffic controllers, flight dispatchers and other specialities.
Qualifications and Experience
- Must be a licensed aviation professional with any of the following qualifications and experience
- A pilot with at least a Commercial Pilot Licence and a minimum of 500 total flying hours and a minimum of 10 years’ experience in an aviation organisation.
- OR
- Aircraft Maintenance Engineer license and a minimum of 10 years work experience as a licensed aircraft maintenance Engineer.
- OR
- Air Traffic Controllers’ (ATC) License with at least 3 ratings and a minimum of 10 years’ experience as an Air Traffic Controller.
Skills and Competences
- Sound knowledge of ICAO USOAP system
- Knowledge of ICAO SARPS and Zimbabwe aviation legislation
- Must be computer literacy
- Good communication skills
