Organizational Setting
The FAO Country Zimbabwe is responsible for supporting Government in consultation with all stakeholders to develop, promote, oversee and implement policies for addressing national food, agriculture and rural development priorities. The principal function of the Office is the overall identification, planning and implementation of FAO's priority activities based on the needs of the Government of Zimbabwe (Country Programme Framework) and within the mandate and the strategic objectives of the Zimbabwe United Nations Development Assistance Framework (ZUNDAF). FAO works closely with the Government of Zimbabwe to ensure that people have regular access to enough high-quality food to lead active and healthy lives.
Reporting Lines
The Programme Specialist will work under the overall supervision of the FAO Representative in Zimbabwe, and direct supervision of the AFAOR-Programme), with a degree of independence.
Technical Focus
The Programme Specialist provides operational and technical support to all program and project activities of the FAO Representation. He/she performs a broad range of programme, planning and budgeting activities requiring in-depth technical analysis and interpretation of relevant policies, procedures and practices. The incumbent provides procedural guidance to managers and staff in the Office. He / she directs and advises administrative and junior programme officers.
The Programme Specialist maintains a wide range of contacts with managers, staff and stakeholders inside and outside the Organization. The incumbent collaborates closely with colleagues in the Country, and Sub regional offices and relevant departments from the headquarters, ensuring quality and consistency of programme and project support services.
Tasks and responsibilities
Provide effective operational and technical support to FAO programmes and projects in the country; ensure consistency with the operational guidelines of the organization as well as with the rules and regulations of the host government.
Participate in the identification, formulation and preparation of proposals for the program of work and work plan for the country; participate in the preparation of project documents; ensure their quality and consistency.
Put in place the appropriate human and financial resources and proceed with the purchase of goods and services on behalf of projects; collaborate on this with Assistant FAOR-Programme, Administrative Associate and Project Directors.
Coordinate the monitoring and evaluation activities of projects and ensure that all operational activities are carried out in accordance with the work plan and project document; coordinate the analysis of inputs, expenditures and implementation schedules; identify inconsistencies and delays and, if necessary, propose corrective measures to resolve operational constraints.
Coordinate the collection, maintenance, distribution and consolidation of technical and operational data; analyze and synthesize data from various sources, including internal FAO systems such as COIN (Country Office Information Network), FPMIS (Information System on Field Program Management), country databases, etc.
Prepare quarterly implementation reports (QPIR) and any other periodic or ad hoc reports and submit them in good time to the project management.
Prepare and finalize correspondence of an operational nature relating to the program and projects; prepare correspondence intended to verify data, respond to requests, and obtain additional information on transactions and operational matters, as required.
Ensure the registration and administrative processing of requests for FAO assistance received by government, donors and other organizations.
Actively support the rationalization of procedures and practices as well as the introduction of new information technologies at the office and within the projects.
Support field visits and organize site visits and / or support experts in their meetings with donors and government representatives.
Advise other officers of the office (program and projects) on project implementation and management; organize meetings on program and project implementation related issues.
Provide training to junior program staff in all aspects of their positions; make them aware of compliance with procedures, directives and working conditions; ensure accuracy and diligence in the work provided.

Minimum Requirements

Five years of progressive responsibility in the area of ​​ program/ project management, advocacy and policy advise.
Working knowledge of English (level C) and limited (level B) knowledge of another FAO official language (Arabic, Chinese, French, Russian or Spanish).
