Position Summary

IOM Zimbabwe is lead agency within UN coordinated Humanitarian Response for Shelter/NFI and Camp Coordination and Camp Management (CCCM) cluster/sector:

Under the overall supervision of the Chief of Mission, and the direct supervision of the Head of Programs the National Emergency Officer will be responsible, of the following activities, according to the interagency humanitarian procedures and IOM cluster leadership role for CCCM:

Core Functions / Responsibilities

The National Emergency Officer will support CCCM & Displacement Tracking Matrix (DTM) response to the humanitarian affected populations. The National Emergency Officer shall support the Head of Programs to ensure the inclusion of interagency humanitarian partners within the sector response, respecting their mandates and programme priorities. Working together, the inter-cluster members will identify the overall requirements for feasible CCCM or camp-like situations to augment their capacity to meet this threshold.

Programme Capacity

Participate in the identification of CCCM needs through DTM assessment and analysis involving all relevant interagency partners; Through DTM exercises/surveys identify gaps – verify, and map emerging assistance needs and protection issue; conduct regular ‘gap analyses’ based on verified needs; Support DTM- Information Management operations to Map and track “who needs what, where, when and Why”; Participate in the development of “exit”/transition strategy for CCCM or camp like situation to closure.Assist in Selection, (participatory and collaborative) planning and development of CCCM sites in collaboration with national actors; Coordinate Reports from registration of CCCM beneficiaries, paying attention to gender, age, and diversity dimensions; and updating of population registry; Participate in the development of actions plans to support and strengthen the CCCM beneficiary’s livelihoods; Participate in contingency planning based on worst-case and most likely scenarios in terms of population movements; Assist in enacting environment protection and mitigation of negative impacts on ecological habitats; Where possible, support the national government/authorities in implementing the National programs and upholding them to their obligations that meet the identified priority needs; Support integration of agreed priority cross-cutting issues in sectoral needs assessment, analysis, monitoring and response (e.g. age, diversity, environment, gender, HIV/AIDS and human rights).

Monitoring and reporting

Verify adequate monitoring mechanisms are in place to review impact of the cluster and progress against implementation plans; Coordinate adequate reporting and effective information sharing amongst all partners and other sector leads

National/local authorities, State institutions, local civil society, and other relevant actors

Assist that humanitarian responses build on local capacities, context specific strengths and national response capabilities; Maintain appropriate links with national and local authorities, local civil society, and the Department of Civil Protection and ensure appropriate coordination and information exchange with them; Assist in capacity building activities for relevant authorities were deemed necessary.

Protection Capacity

Assist in organizing affected population’s participation in CCCM governance and community mobilization with emphasis on women’s decision-making roles and on persons with specific needs (such as the elderly and the physically challenged); Support transparent settlement governance and effective access to justice for camp residents that conforms to relevant human rights standards.

Preparedness and Training Capacity

Promote and support relevant training in CCCM management for NGOs, local government officials and members of displaced and host communities; Support efforts to strengthen the capacity of the national authorities and civil society.

Phase-out and Rehabilitation Capacity

Consolidate and down-size CCCM activities as needed; Activate CCCM closure and rehabilitation of areas formerly occupied by the camps or sites; Assist integration of a CCCM response element into transition and early recovery Frameworks.

Coordination

Support appropriate coordination with all humanitarian partners (including national and international NGOs, the Red Cross/Red Crescent Movement, IOM, and other international organizations), as well as with national authorities and local structures; Support the establishment/maintenance of appropriate sectoral coordination mechanisms, including working groups at the national and, if necessary, local level.

Required Qualifications and Experience

Education

Master’s degree in engineering/architecture or International Relations, Political Science, Business or Public Administration, Humanitarian Affairs, or a related field from an accredited academic institution; or; University degree in the above fields with two years of relevant professional experience. Operational and field experience in organizing trainings and workshops including Experience in emergency settings with strong knowledge of the UN cluster system

Experience

Experience in liaising with government authorities and local communities, as well as national and international institutions; Experience in previous coordination roles; Experience of working with local, international and government partners; Experience of IASC principles and standards; Field experience in the areas of CCCM, Shelter and NFIs; Experience of working in natural disasters or conflict situations and heading field offices or sub-offices is a distinct advantage; Familiarity with the region is an asset; experience in the field of humanitarian emergencies.

Skills

Knowledge of a range of shelter, infrastructure and CCCM assistance options, including sensitivity to cultural and gender specific needs to ensure that the social and cultural background of the displaced persons is taken into account while designing, developing and implementing shelter options and setting up governance structures; Familiarity with and considerable Field exposure to IOM programme planning and implementation and on humanitarian operations; Demonstrated skills in multi-sectoral coordination and provision of assistance’ Ability making the linkages to rehabilitation and development programmes ; Training on Cluster Coordination (Shelter and/or CCCM Cluster Coordination training or Coordination and Leadership training)
