Background Information

The civic society organisation has been advocating for inclusive and comprehensive national dialogue processes in Zimbabwe to resolve the deep and interlocking economic, social and political challenges that are structural, systemic, and perennial and which will need comprehensive and sustainable solutions. Thus, the purpose of the National Dialogue process is to drive the nation towards a pathway of entrenching national cohesion, constitutional democracy and economic inclusion through a sustainable solution owned by the citizens of Zimbabwe. The national dialogue process must be structured at the local, organized society and policy and political actors’ levels to ensure that there is broad participation and ownership of the outcomes. As part of the national dialogue processes the organisation will develop the national dialogue manual that will act as the guiding technical document for the process.


Objective of the manual

To provide the foundations of the national dialogue processes, providing a deeper understanding of the national question, informing on possible solutions, deepening understanding of the ongoing church-led dialogue processes and introducing the basic skills required for the national dialogue processes.


Description of Assignment

A civic society organisation is looking for a consultant who will work on developing a simple National Dialogue manual that will be used in facilitating dialogue training and sessions. The manual will help in ensuring that the work of the organization is standardized in as far as dialogues are concerned. The main contents of the manual will include the information about the organisation, objectives of the manual, scope, audience and thematic areas, dialogues and Nation Building, the national question in Zimbabwe, National Dialogue as a solution for Zimbabwe, the organisational engagement model, inclusivity and comprehensive processes. It will also explore the experiences of dialogue processes in Zimbabwe, uniqueness of the organisational dialogue model, multiplier effect of dialogue and dialogue facilitation. The content of the manual is expected to perform a dualistic role that is to guide trainers and facilitators as well as to equip the targeted audience with relevant knowledge and skills required in national dialogue processes. The manual must: Be simple and light on text; Must have pictorial and graphic illustrations of concepts.


Scope of Work and Time Management

The consultant must do a situational analysis, looking at how dialogue processes are currently being done by the organisation and other organizations. This will help in developing a manual that is informed by practical examples. Guided by the thematic areas as outlined in the concept note, the consultant is expected to develop a manual and a training strategy for the organisations National Dialogue processes. The consultant is expected to cooperate with the organisational programmes officers in the development of the manual as they will play a key role in reviewing the manual before pretesting, printing and publication. The assignment is expected to be completed in a maximum of 30 Days.


Qualification and Experience

The Consultant must have the following qualification and work experience: Master’s Degree or Doctorate in Public Policy, Developmental Studies, Peace and Governance or any other relevant master’s degree from a recognized university; At least five years of work experience in providing training, manual development or literature for different organizations; Evidence of active involvement in nation building initiatives that include literature writing and active participation; Knowledge and skills on nation building initiatives is highly desirable.

The consultant will be selected against the following aspects: Qualification; Experience in providing training, manual development and literature writing; Evidence of experience in nation building initiatives; Interview/Presentation.
