Introduction and Background

A Consortium of local NGOs seeks the services of key Programme management staff for an anticipated PEPFAR/USAID Zimbabwe supported DREAMS project. Developed by PEPFAR, DREAMS is an ambitious approach to programming for adolescent girls and young women (AGYW) towards helping girls develop into Determined, Resilient, Empowered, Aids-free, Mentored and Safe women. In Zimbabwe, DREAMS Programming has been implemented since 2015. The anticipated project, Adolescent Girls Reaching their Dreams Activity, is targeting to advance DREAMS programming in Zimbabwe with the goal to reduce the number of new infections among adolescent girls and young women. The Activity is anticipated to run for a period of performance of five years starting in October 2021. This position is contingent upon USAID funding and approval.


Basic function

The Monitoring, Evaluation and Learning Advisor will be responsible for designing and implementing systems to ensure appropriate tracking and assessment of all project activities. S/he will have primary responsibility for reporting on project outputs and outcomes and for ensuring quality of interventions.


Key Responsibilities

Oversee the design and implementation of the project’s MEL system and develop key performance indicators, targets, tools, and appropriate MEL responsibilities across the project; Manage baseline assessments and support the implementation of research studies; Coordinate any external evaluation and research processes, including drafting Terms of Reference and selection of firms, in alignment with award; Develop and disseminate relevant M&E tools, formats and lead the provision of M&E specific technical training; Oversee data collection, collation, storage, analysis, and reporting, ensuring that data is of high quality and audit worthy; Supervise other M&E staff and oversee consortium partners’ compliance with project MEL system and standards; Ensure appropriate training and supportive supervision of all partners in monitoring and evaluation procedures, data collection tools, and data management practices in alignment with the MEL plan; Work closely with partners to establish their internal MEL systems, M&E plans, and data quality management, oversee partners’ compliance with MEL system, and design and conduct trainings to support capacity for MEL among partners; Strengthen staff and partners’ capacity in qualitative and quantitative monitoring and evaluation techniques through comprehensive staff training, mentoring, and/or coaching; Oversee the development and maintenance of a comprehensive project database, ensure accurate and timely storage of electronic files; Responsible for the data analysis, writing, and review of the results and learning sections of program reports in collaboration with program staff, before submission to donor and ensure consortium partners’ compliance with internal data quality requirements and timely submissions for reporting; Lead the program team on routine reviews and interpretation of data for learning and adaptation, package and disseminate timely findings in a meaningful way, and make suggestions for adaption; Create a learning agenda and implement a system designed to identify lessons learned and disseminate timely information; Produce learning products and thought leadership pieces relevant to the project intervention; Present in local conferences or on webinars regarding project’s MEL successes.


Required Knowledge, Skills and Competencies

Master’s degree or higher in monitoring and evaluation, public health, epidemiology, statistics or related field; Experience in using research and monitoring information for decision making and program adaptations; At least 10 years of experience in monitoring and evaluation of HIV/AIDS programs; Demonstrated experience in developing and managing data collection systems. ∙ Ability to develop and implement quality assurance systems; Extensive knowledge of reporting procedures, including USAID best practices, guidelines, and tools for monitoring, evaluation, and learning, including impact evaluation; Progressively responsible experience in monitoring and evaluation of key populations, program beneficiaries, and program staff; Experience in utilizing gender and social inclusion sensitive indicators and measures.
