Monitoring And Evaluation Officer: Zimbabwe Association Of Dairy Farmers Deadline: 28 August 2020 Key Duties and Responsibilities Provides technical support and coordination of all Monitoring and Evaluation activities; Reporting of activities and achievements of the organization/project; Participate in the review and updating of the organizational Performance Monitoring Plan; Review and finalize departmental and partner work plan documents; Develops and implements the special projects monitoring and evaluation framework; Designs data collection tools to verify indicators identified in the project Plan; Develops comprehensive reporting templates for partners and consolidates monthly/weekly; Conduct Quarterly Data Audits, data cleaning and consolidate partner databases and reports; Participate in the Report Writing process; Conducting data quality assessments to improve systems and data quality; Ensures availability of Organizational Monitoring and Evaluation Standard Operating Procedures (SOPs); Plans and conducts formative and summative evaluations for all Departmental Projects; Leads training and other capacity building initiatives on M & E; Conducts Monitoring and Evaluation field visits for evidence collection and documentation; Develop performance tracking systems to provide timely information for management decision making; Conduct required data analysis and present information to support in decision making; Ensure appropriate internal communication and feedback systems are in place and functioning so that M&E informs program planning and implementation; Participation in all special studies, program audits and project Evaluations; Researches on best practices and documents lessons learnt; Conduct supportive supervisory visits to partners and government to observe, monitor and provide guidance and quality feedback on the use of data and indicators; Contribute towards the development and review of the MIS; Identify partner capacity gaps and develop needs based training program to address identified gaps; Identify partner capacity gaps and develop needs based training program to address identified gaps. The ideal candidate should have the following minimum qualifications and attributes A bachelor’s or master’s degree in Development Studies/Statistics/Mathematics/Agriculture/M&E Certificate or equivalent; Possess 3 to 4 years’ experience in a similar or related environment; Good communication, report writing, financial analysis and presentation skills; Good analytical and change management skills; In-depth working knowledge of computer based statistical packages such as SPSS; Clean Class 4 Drivers licence is mandatory and ability to handle extensive travel.
