Background
CARE began working in Zimbabwe in 1992 in response to a severe regional drought. After establishing a drought mitigation program, CARE began longer term developmental programs with local partners in building small dams, strengthening local microfinance institutions, and launching projects to assist small business persons in the rural areas. CARE Zimbabwe’s overall goal is to empower disadvantaged and poor households to meet their basic needs. Job summary
The incumbent is to ensure there is adequate monitoring of the project in line with donor requirements while adding value and improving programming through timely provision of quality monitoring and evaluation information.
Key duties and responsibilities
Receives and develops the project M&E framework; Regularly updates the M&E activity plan and submits to M&E Specialist for approval; Receives project database and supports data inputs and administration; Supports in the baseline, midline and endline evaluation; Sets data quality control measures for enumerators and PFAs during registration and on-going data collection; Ensures proper documentation of data collected through PFAs, such as Model Household Performance reports, market surveys, FGD and community meetings; Monitors and supports data entry by PFAs and enumerators for accuracy; Conducts data filing and archiving as per project requirements; Provides technical assistance to project staff, partners and stakeholders on M&E systems; Consolidates, processes and assesses data at district level for further analysis; Updates targets, outlines detailed definition of indicators, methods, frequency of data collection and analysis methods; Analyses data by structuring and organizing it to get a sense of trends and patterns emerging from the implementation of the project; Ensures data is accurate and truly reflects project outputs and outcomes by regularly assessing the quality of the data collected; Inputs into the project reporting templates; Produces, compiles and aggregates qualitative data and documents such as lessons learnt summaries, case studies, Most Significant Change stories, and submits to MEAL Specialist; Adheres to CARE’s PSEA and Child Protection policies.
Qualifications, skills and experience
Diploma or Degree in Social Sciences/Development Studies/Statistics/Mathematics/Geography and Environmental Studies/ GIS or equivalent; 3-5 years working experience in Monitoring and Evaluation or related field; Experience in food security or resilience programs; Excellent interpersonal and communication skills; NGO experience will be an added advantage.
