About the organization

Zim-TTECH is seeking highly qualified and experienced applicants to be considered for the position of Monitoring and Evaluation Manager under the DREAMS Program. The position will be based in Bulawayo. Zim-TTECH's activities occur primarily in the technical areas of health system strengthening; health workforce development; operations research and evaluation; prevention, care, and treatment of infectious diseases. Zim-TTECH is funded by PEPFAR through the Center for Disease Control to implement HIV & TB treatment and care services in five Zimbabwean provinces in support of the Ministry of Health and Child Care (MoHCC) under the Zim-PAAC (Zimbabwe Partnership to Accelerate AIDS Control) program. Zim-TTECH is implementing the DREAMS program in four districts in Matebeleland North province. Zim-TTECH also supports Voluntary Medical Male Circumcision (VMMC) services in Zimbabwe. The contract of employment is renewable yearly subject to availability of funding and satisfactory performance of the candidate.


Position summary

Reporting to the SIE Program Manager, the M&E Manager will be responsible for the overall design and execution of the M&E infrastructure for Zim-TTECH DREAMS program, including identifying and meeting M&E performance standards as well as data security, integrity, and privacy requirements.


Responsibilities

Provide technical leadership in the design, development, implementation, and maintenance of a consortium-wide DREAMS monitoring and evaluation system. Responsible for the design and management M&E tools as need arises. Respond to information demands placed on consortium by CDC, MoHCC and I-TECH headquarters including MER reporting. Collaborate closely with consortium partners to assist in implementing the DREAMS program according to project timelines, plans and objectives. Lead in the statistical analysis and/or interpretation of results, data and information for program and policy development. Disseminate results of program interventions and analysis of process/activity and clinical outcome data in a timely manner. Manage work-plan implementation, specifying work-breakdown structure, responsible person/s for each activity, timelines, and associated SOPs. Conduct routine and regular strategic/program planning meetings with ZimPAAC consortium staff using evidence gleaned from data analysis and interpretation. Manage program request tracker which logs all requests/plans submitted and documents and tracks date, time, responsible person, expected delivery time, actual time delivered, and any challenges or issues experienced. Schedule meetings/calls as required, including routine (standing calls) and ad hoc/urgent meetings. Continuously flag urgent matters and critical success factors that are off-track. Participate in Technical Working Groups for the DREAMS program, as well as national, provincial and district review meetings as required. Collaborate with the Zim-TTECH Care and Treatment program staff to improve linkages and program outcomes across the prevention and treatment cascade.


Qualifications, skills and experience

Advanced degree in Biostatistics, Epidemiology, Public Health, or related field is required. Minimum of 7 years working experience in health-related projects with increasing responsibility in senior leadership and management positions. Proficiency in MS Office suite (Word, PowerPoint, Excel (including PowerBI). Proficiency in at least one statistical software package e.g., STATA, SAS or SPSS is a must. Excellent computer skills including but not limited to, MS Word and MS PowerPoint. Advanced skills in MS Excel, including pivot-tables, formatting, statistical functions, and formulas. Health-related background with relevant M&E training. Experience with working with the DREAMS DHIS2 and DATIM systems is an asset. Experience in managing and supervising teams engaged in data collection and analysis activities. Strong quantitative data analysis skills, including conducting data cleaning, verification, and trend-analyses. Proficiency in at least one statistical software package e.g., STATA, SAS or SPSS is a must. Demonstrated project management skills, including budget preparation and monitoring. Excellent report writing and presentation skills, and interfacing with relevant stakeholders. Great inter-personal skills and demonstrated ability to work independently as well as collaboratively. Experience designing monitoring and evaluation frameworks, including functional setting up and managing electronic health information systems.
