Call for Resumes for the Anticipated USAID Zimbabwe Local Governance Activity
DAI works at the cutting edge of international development, combining technical excellence, professional project management, and exceptional customer service to solve our clients’ most complex problems. Since 1970, DAI has worked in 150 developing and transition countries, providing comprehensive development solutions in areas including crisis mitigation and stability operations, democratic governance and public sector management, agriculture and agribusiness, private sector development and financial services, economics and trade, HIV/AIDS, avian influenza control, water and natural resources management, and energy and climate change. Clients include international development agencies, international lending institutions, private corporations and philanthropies, and host-country governments.
USAID intends to release a request for proposals to support Zimbabwe in implementation of the devolution prescriptions in the 2013 Constitution and greater understanding among stakeholders of the associated rights and responsibilities. The activity may support legal and academic analysis of devolution and civil society efforts to enhance public understanding and participation. The activity may develop capacities of local organizations on devolution themes. DAI is seeking a number of long or short-term experts in preparation for this activity.
Candidates with 7 or more years prior experience in one or more the following technical areas are encouraged to apply:
Local governance with prior experience working with subnational Councils (Provincial, Urban, Rural/district) or Local Authorities to improve capacity in local administration, financial management, and human resource management.
Local Economic Development with prior experience strengthening local and regional investment planning, facilitating public-private partnerships for service delivery.
Civic engagement with prior experience in improving citizen engagement in good governance by enhancing awareness of decentralization and building the capacity of citizens and civil society organizations at the local level. Previous experience informing citizens and improving their capacity to effectively assess and prioritize development needs and engage government service providers to account for performance for improved service delivery. Experience in mobilizing women and youth preferred.
Policy and advocacy with prior experience developing and implementing policy and advocacy strategies at all levels of government, including in the areas of decentralization and service deconcentration.
Grants management with prior experience in management of donor-funded small grants programs to local CSOs, USAID experience preferred.
Monitoring, evaluation and learning with prior experience with USAID M&E methodology preferred.
Minimum Qualifications Include
At least 7 years of technical experience working in international development programs in one or more areas listed above. USAID experience highly preferred.
Demonstrated experience working with government counterparts at a district/municipal level in Zimbabwe.
Higher degree in related field (Bachelor’s or equivalent required, Master’s highly preferred).
Strong written and oral communication skills, including professional fluency in English
