Background
In 2013, Zimbabwe enacted the current Constitution. While efforts have been made to give effect to the Constitution through legislative reform and aligning legislation with the Constitution, the process has been slow. The Law Society of Zimbabwe is statutorily empowered to propose, promote or oppose legislation in Parliament. The Law Society of Zimbabwe seeks to continue advocating for law reform and assisting in the law reform process as informed by legal research and drafting of model Bills to improve on the progress of legislative realignment process.
To this end, the Law Society of Zimbabwe seeks to recruit consultants to conduct research and provide legislative drafting services for this project.
Job Description
Under the overall supervision and direction of the Law Society of Zimbabwe, the consultants will - Assignment 1: Undertake research and review the 2013 Constitution; Identify new legislation necessitated by the new constitution; Identify legislation still outstanding for alignment; Suggest a prioritisation matrix.
Assignment 2: Undertake a legislative review of specified pieces of legislation and identify gaps requiring constitutional alignment; Make recommendations for proposed changes to specified legislation; Consult various stakeholders; Incorporate stakeholder input into research findings; Present research findings to various stakeholders; Prepare and submit 6 model Bill; Perform such other duty as may be assigned.
Timeline
Assignment 1: The research will be conducted between the 25th of March 2020 and the 30th of April 2020 (first draft). The final report must be submitted by the 11th of May 2020.
Assignment 2: Draft Model bills to be submitted by 30 June 2020. Final draft to be ready by 17 July 2020.
Qualifications
The consultant must hold a Bachelor of Laws degree. A Master of Laws degree or an equivalent postgraduate degree is an added advantage; The consultant must also have demonstrable experience in legal research, consultancy and drafting model Bills.
