Knowledge & Humanitarian Research Manager: Local NGO Deadline: 19 January 2020 A local NGO in child protection is seeking to hire qualified and experienced professionals to take up the roles of Knowledge and Humanitarian Research Manager and Finance & Administration Manager which have arisen within the organisation. Main Functions Responsible for ensuring that the organisation delivers on all internal and external Monitoring, Evaluation, Accountability & Learning (MEAL) requirements in emergency and development programmes in a timely manner and with high quality information; Support emergency and development response in key field locations to improve coordination, quality, preparedness and programmatic integration; Take leadership on the overall MEAL system and ensure quality & synergy between the different MEAL processes including donor engagements and proposal writing; Lead the extraction, learning and use of information for all humanitarian interventions including conducting Emergency Rapid Assessment Processes and data analysis; Ensure beneficiaries and other stakeholders have constant access to information about the organisation’s programs and to channels that can process complaints & feedback with confidentiality & respond appropriately within predefined standards; Ensure that high quality consolidation & analysis of reports to illustrate the organisation’s impact; Ensure that data and evidence is used to inform programmes development internally and externally; Lead in timely and quality reporting on the organisation’s projects in all covered locations of response, demonstrating accountability and learning; Facilitate the capacity building process of the organisation’s staff and partners for effective MEAL; Provide technical supervision of MEAL staff and ensure that staff receive adequate training, mentoring and coaching; Design and manage researches and evaluations in compliance with the organisation’s policies i.e. from development of TORs, approval of final report, dissemination of research and evaluation findings and monitoring and ensuring that management response to findings and recommendations of evaluations is completed, recorded and followed up for implementation; Ensure that recommendations from Data Quality Assessments, Spot checks and monitoring visits are actioned / implemented; Ensure that the organisation’s MEAL system is linked to wider inter-agency M&E initiatives and developments, and liaise with technical teams to ensure coordination with sectoral working groups; Lead the periodic review and monitoring of the organisations strategic plan including the specific MEAL strategy; Contribute meaningfully to the Management Team. Qualifications & Experience Required A university degree in Social Science, Monitoring & Evaluation, Statistics or a relevant technical field; A minimum of five (5) years’ work experience within an NGO in both emergency and development contexts; Experience in leading coordination and program performance monitoring in humanitarian contexts; Assessment, analysis, planning and personnel management skills; Effective communication, networking and organizational skills and ability to work well in a team; Ability to work well under pressure and in response to rapidly changing needs; Excellent verbal & written skills, proficient in English; Must be highly computer literate including skills in MS Access and MS Office & various statistical package(s); Clean drivers licence Class 4.
