Background

We are seeking highly qualified and experienced applicants to be considered for the position of Key Populations (KP) Specialist for the anticipated HIV care and treatment program. Zim-TTECH’s activities occur primarily in the technical areas of health system strengthening; epidemiology and strategic information strengthening, health workforce development; operations research and evaluation; prevention, care, and treatment of infectious diseases.

Job Summary

The position will develop an operational framework, strategies, and mechanisms to strengthen the KP program. It will provide technical leadership to country teams and local partners to improve KP outcomes in the project. 

Key Responsibilities

• Act as a primary technical advisor on the KP program. 
• Serve as an HIV/AIDS subject matter expert in prevention, care, and treatment for key populations.  
• Maintain knowledge of current literature, research, policies, and programmatic experiences both domestically and internationally to recommend appropriate approaches and best practices for these populations. 
• Contribute to formulating Zim-TTECH’s strategic approach to key populations / HIV/AIDS. 
• Provide ZimPAAC consortium with technical and programmatic advice on the implementation of HIV/AIDS programs involving sex workers, injecting drug users, and men who have sex with men. 
• Engage key stakeholders at the country level to ensure program alignment, project representation and collaborative learning. 
• Support strategies for expanding access to HIV care and support and treatment for key populations and for reducing stigma and discrimination associated with HIV/AIDS in marginalized populations. 
• Support the development of programmatic monitoring systems for key populations programs. 
• Provide ongoing technical support for the development, implementation and evaluation of prevention and related programs for key populations and other vulnerable populations at the country level. 
• Analyse and synthesize country-specific data and research to recommend appropriate strategies and programs to reduce HIV/AIDS transmission and increase uptake of HIV/AIDS services by these populations. 
• Provide technical assistance by sharing best practices from across the globe. 
• Review technical quality of projects by conducting site visits to country program locations, reviewing progress and performance and recommend changes in implementation. 
• Contribute to the knowledge base relating to key populations by facilitating and presenting on issues relating to key populations at international, domestic, and local meetings, and at workshops and conferences dealing with HIV/AIDS prevention, care, and treatment. 

Qualifications, Skills and Experience

• Minimum 5 years’ experience working on international health and HIV/AIDS programs, with at least three years working with KP programs in international or resource-limited settings; specific experience with KP programs in Africa strongly preferred. 
• Master’s degree or higher in public health, social science or another relevant field required. A clinical credential such as MD, nurse, nurse practitioner or physician’s assistant, degree, and/or experience working in clinical settings preferred. 
• Demonstrated knowledge of and experience with HIV prevention, care, and treatment approaches. 
• Demonstrated experience in and understanding of issues relating to HIV programming for Key Populations (SW, MSM, TG, and PWID) within developing country settings required. 
• Demonstrated skills in data analysis, program design, strategic planning, monitoring systems, and program coordination and implementation within a developing country context. 
• Excellent analytical, written, and oral communication skills. 
• Strong interpersonal, facilitation and team building skills, and ability to work across agencies and cross-culturally with diverse teams on sensitive issues. 
• Demonstrated ability to work independently with minimal supervision. 
• Ability to travel frequently to developing countries and resource challenged settings.
