Job Summary
The main aim of the FAO country offices, which are headed by an FAO Representative, is to assist governments to develop policies, programmes and projects to achieve food security and to reduce hunger and malnutrition, to help develop the agricultural, fisheries and forestry sectors, and to use their environmental and natural resources in a sustainable manner. The Head of Operations leads the Operations Unit in the Representation and is responsible for the overall programme implementation including providing guidance and oversight of the operations unit, and day to day coordination and monitoring of programme development, resource mobilization and reporting.
Duties And Responsibilities
Tasks and responsibilities
Head of Operations will be responsible for the development, expansion and successful implementation of FAO’s project portfolio in Zimbabwe. Specifically to:
Develop and implement operational strategies, based on the FAO-ZW Country Program Framework, involving preparation of analysis on the state of agriculture and food security in the country;
Identify policy implications and monitor relevant policy environment issues for the implementation of FAO’s agricultural relief, rehabilitation and transition to development strategy;
Formulate and implement strategies for meeting the emergency assistance, resilience and development needs, in consultation with national experts, donors, UN agencies and other organizations in the country;
Plan, monitor and provide technical assistance components for agriculture and livestock, as well as fishery and natural resources interventions implemented by FAO and other agencies;
Ensure close collaboration and coordination with other UN agencies and partners (NGOs, national institutions, donor’s community, private sector, etc.) involved in agriculture development;
Liaise with donors and represent FAO in inter-agency coordination and report the outcome of such meetings with recommendation on actions to be taken;
Coordinate timely dissemination of information on the impact of the food crisis on the agricultural sector to the donor community, UN agencies, NGOs, national institutions and all partners involved in relief and early rehabilitation activities;
Coordinate the maintenance of the existing database with updated information on the impact of the food crisis and prioritized needs, taking into account assistance provided and evolving needs;
Provide technical support to the implementation of the AGRINVEST and Hand-in-Hand Initiatives in Zimbabwe;
Provide technical support to value chain development;
Prepare project profiles and full-fledged project documents to donors;
Monitor the financial management and accounting of all projects and promote mobilization of funds;
Coordinate and supervise the work of project staff involved in the implementation of all operations;
Supervise the preparation of ad hoc and monthly reports on all projects and program activities;
Link with the Communications Section for wide publication of the communication products;
Perform other related duties as required.
Qualifications And Experience
Minimum Requirements
Advanced University degree in agronomy, economics, natural sciences, or related discipline
Ten years of relevant experience and technical work in the sectors of agricultural and rural development
Working knowledge of English, French or Spanish and limited knowledge of one of the other two.
