ICT and Digital Communication Specialist: Local NGO Deadline: 16 September 2020 (5pm) Background A leading Civic Society Organisation seeks to recruit an ICT and Digital Communication Specialist responsible for the planning, execution, monitoring and evaluation of the Organisation and the client’s overall ICT and digital communication needs, with particular focus on social media and digital engagement. Job Description The ICT and Digital Communication Specialist is expected to: Manage the organisation’s ICT software and hardware requirements; Lead the design and implementation of an integrated PSP social media and digital engagement framework, strategy, deliverables and dissemination system; Manage overall technical development, implementation and maintenance of the Organisation’s and client’s interactive social media and digital platforms; Develop and maintain regular content review and training processes to ensure a consistent and coherent approach to client’s digital content and engagement; Initiate and develop relationships with partners to produce digital products and content approaches on project activities and initiatives, including the contracting of vendors, as needed, and the preparation of appropriate formats and any language versions as required; Support the Organisation and client’s digital strategy preparation and execution; Coordinate and manage other social media and digital engagement activities as needed and perform any other duties assigned by the Director. Qualifications and Competences At least a First Degree in ICT and professional qualification in Digital Communication. A Masters’ degree in these fields is an added advantage; At least five years progressively responsible professional work experience in digital communication; Proven experience with large implementation of organization Web Content Management Systems (CMSs), either open sourced or proprietary. Candidates need to indicate their experience with specific CMSs in their applications. Those without proven experience will not be considered; Experience in interactive design and innovation, including platform interoperability and mobile device accessibility; Demonstrated ability to envision web-based services that meet organisation’s staff and stakeholder needs or solve communication problems at a project level; Proven experience in the technical transitions of digital online platforms such as web and web content management system at an organizational level; Ability to discern user requirements and develop specifications; Expertise with software development methodologies and web application framework; Expert-knowledge of technical project management and web technologies, including content management systems, and digital asset management systems, front-end and back-end web development, as well as solid understanding of mobile and mobile app development; Ability to monitor client’s social media and digital engagement and report learnings to be applied to other digital activities regularly, and provide strategic, actionable insights for improving client’s interaction with citizens; Excellent understanding of best practices across technologies (client/server-side, Quality Assurance, deployment, project management etc.); High level knowledge of, and proven experience, in internet and digital media, web standards, localization and accessibility; Familiarity with information security vulnerabilities and risk management, user privacy
