Overall Job Purpose

Human Resources &Procurement Officer will be responsible for Human Resources and Procurement matters of the organization.


Essential Duties and Responsibilities

Supervise all administrative operations and logistics of the organization; Ensure that all assets are adequately insured and maintain the insurance file; Ensure that all procurement processes are in accordance with the company Policy and Procedures; Produce and continuously update the annual procurement plan; Produce and continuously update the procurement tracker; Ensure the organization has an annual suppliers list; Develop a Risk Register that is specific to the procurement of goods and services and recruitment of staff members; Develop guidelines for the assessment of performance of suppliers and service providers; Facilitate the assessment of performance of suppliers and service providers on a biannual basis; Receive the recruitment requisition, prepare appropriate vacancy for both internal and external announcement (Advertising) and ensure timely placement of the vacancy announcement in the newspapers and ensure compliance with HR Policy; Prepare leave roster and monitor submission of leave authorization forms for staff; Ensure completion and submission of monthly timesheets. Analyze for compliance; Prepare HR monthly reports; Support Recruiting Managers of departments in recruitments; Prepare monthly Payroll and share with Finance for processing; Organize orientation programs and monitor staff development processes; Facilitate the process of staff performance planning and management and keep supervisors informed of any delays or irregularities; Performs other related duties as required and assigned by the supervisor.


Professional Qualifications

A minimum qualification of a first degree in Human Resources or equivalent professional qualification; A Minimum of 3 – 4 years’ NGO experience in Human Resource or administration.


Job Competencies and Experience

Ability to speak fluent English; Proficient in the use of Microsoft applications; Basic analytical and statistical skills; Strong problem solving, analytical and operational abilities; Excellent planning; organizational and time management skills; Ability to maintain confidentiality; Good knowledge of human resource practice, policies and procedures; Familiarity with Local Labour Law; Excellent interpersonal written and oral communication and presentation skills; Ability to work with minimum supervision; Must have a clean career record, be honest, accountable and a person of integrity.
