Head of Project: Welthungerhilfe Deadline: 17 December 2019 Reports to: Country Director Duty Station: Harare with frequent travelling to Mazowe and Muzarabani districts Background Welthungerhilfe (www.welthungerhilfe.de) is one of the largest and respected private organisations in the field of development cooperation and humanitarian aid in Germany. We carry out projects in 39 countries and campaigns for fairer cooperation with developing countries. Welthungerhilfe (German Agro Action) PVO 21/2003 is a major player in provision of Water Sanitation and Hygiene(WASH) hardware and software in Zimbabwe for both humanitarian response and development activities. As part of the Water, Sanitation and Hygiene(WASH) projects, Welthungerhilfe is implementing the WINS Project which is a 12-month project running from January 2020 and runs to December 2020. This project is funded by UNICEF and its partners and some of the expected activities to be implemented within the project are improved access to basic water supply, improved access to basic sanitation and handwashing facilities, improved hygiene behaviour, building resilience for emergencies and sustainability. For implementation of the WINS projects within the organization, Welthungerhilfe seeks to recruit for the above positions. Responsibilities Implementation of the field based activities of the project; Management of all WASH project staff and project activities; Providing sound technical guidance and support to WASH staff and local partners to ensure quality programming and efficiency in implementation; Influencing the development of strategy and supporting operational implementation; Interpreting and applying operational and specialist information in a variety of formats from a variety of sources; Contributing to and influencing operational planning; Developing effective networks with partners and key stakeholders; Spearheading and contributing to the development of new WASH project proposals; Providing technical and management leadership for the WinS project, Emergency WASH and all other WASH related programs in accordance with best practices and Welthungerhilfe policy; Ensuring that technical quality and standards are maintained during implementation; Undertaking quality control, analysing technical added-value and project impact; Representing Welthungerhilfe in the WASH forum (DWWSCs, PWSSCs, National cluster and PMT); Providing technical support and guidance to Welthungerhilfe partners and the WASH team; Planning the various stages of project implementation and guide the implementation of the project; Liaising with all stakeholders and partners, assess activities undertaken to ensure efficient use of project resources; Maintaining regular communication with the Head of Programmes and the Country Director on project planning and progresss; Contributing to the compilation of reports as per donor requirements and ensure timely submission of reports as per given deadlines; Assuring appropriate and timely spending of funds to achieve project goals and objectives. Required skills and experience required A University Masters degree in Civil/Water Engineering, Public health, Environmental Studies, Hydrology or Natural sciences; Knowledge of public health engineering, participatory health, hygiene promotion and one or more other relevant areas (e.g. health promotion, community development, education, community water supply systems, sanitation systems); The post holder should have at least five years practical experience in designing and implementation of water, sanitation and hygiene programmes in developing countries hygiene programmes; Experience in WASH projects proposal development; Experience and understanding of community mobilisation in relation to water and sanitation activities; Understanding of international health and development and relief issues and national WASH issues; Sensitivity to the needs and priorities of disadvantaged populations; Experience of integrating gender and diversity issues into public health programmes; Assessment, analytical and planning skills; Diplomacy, tact and negotiating skills; Training/counterpart development skills; People management skills; Ability to work well under pressure and in response to changing needs; Ability to travel at short notice and to work in difficult circumstances; Good communication skills and ability to work well in a team.
