Sector focus is on Water Sanitation and Hygiene, Food and Nutrition Security, Livelihoods and when necessary, Emergency response.
Position summary
The Head of Programmes supports the Country Director (CD) to develop and implement programmes and projects and further develop the concept of Welthungerhilfe's intervention in the country.
Job description
The Head of Programmes will be expected to: Analyze problems and solutions from field-based interventions; identify, examine and assess (pre-select) new project ideas (along the humanitarian- development-peace nexus) on the basis of the country programme and intervention strategy as well as the concept papers and orientation framework and set standards; Ensure consideration of feasibility, sustainability and exit strategies in projects; write proposals and reports for donor submission; Coordinate preparation of internal project documents and ensure the preparation of cost and financing plans; Identify co-financing opportunities and negotiate with donors in agreement with the Country Director and Head Office; Identify potential new project partners and ensure active collaboration with partner organizations and their capacity building; Ensure compliance with Welthungerhilfe's quality standards when preparing project documents; Ensure that reporting occurs correctly and in due time (status and financial reports) to Head Office and to donors; Ensure monitoring and evaluation findings are incorporated into existing programmes and projects; Provide support for evaluations that are organized in-country; Approve implementation methodology of projects; Define intervention areas with support of Heads of Project / Area Managers; Identify lessons learnt from programmes and projects and ensure networking on best practice and lessons learnt with Head Office; Provide support/organize field assessments and evaluations for proposal development; Develop and manage country programme; Support Country Director in the development of needs-based and impact-oriented country programme and annual planning; Support Country Director in ensuring impact of country programme and provide regular update about the status of the programme; Involvement in medium-term financial planning for the country programme; Identify new partners and advise partner organizations on organizational and conceptual matters and ensure the quality of projects and programmes and identify capacity building measures; Monitor the humanitarian situation in the Country; Jointly with partners establish surveillance systems to establish trends and humanitarian needs analysis; Identify humanitarian needs not covered and identify responses and prepare reports if needed; Monitor the evolution of possible crises through early warning indicators; Support rapid needs assessments and verify findings; Participate in securing of funding through proposals or other mechanisms; Support preparation of a preparedness and contingency plan; Support elaboration of a DRR-Plan; Control the implementation of projects and programmes according to Welthungerhilfe quality standards, including the setup of an effective and participatory M&E system, and supervision of use of funds and financial requirements; Prepare and follow up on planning studies, evaluations and audits; Control the implementation of the appropriate results; Ensure that all obligatory programme and project relevant documents are updated according to agreed time frames; Participate in recruitment and training of team members; Ensure organization and internal communication of the team; Support project staff in field implementation; Organize and moderate team meetings and fill gap at field level (in absence of Project Manager); Represent Welthungerhilfe vis-à-vis other national and international, governmental and non-governmental bodies as well as relief and development organizations; Participate in coordination committees with other relevant organizations and collaborating with Head Office Units passing on information about the political, economic and social development of the region and project regions to the Country Director and Head Office; Prepare and provide information about projects and programmes, project holders and countries for internal and external purposes (for all units of Programmes and the Marketing Departments; Involvement in the planning and implementation of PR activities (journalist trips, media, publications, etc.) in collaboration with Press and Marketing Department.
Qualifications
The Head of Programmes must have: A Postgraduate qualification in Agricultural Economics, Agricultural Extension, Agri-business or a related field; Minimum 7-10 years professional experience in a similar position within an international NGO along Humanitarian-Development-Peace nexus; Experience of working closely with multiple stakeholders;Experience of overseeing and motivating a consortium of diverse NGOs to achieve a broad range of project objectives; Strong report writing skills and experience of reporting frequently to a donor and coordinating with other projects commonly funded under a wider donor strategy; Experience in overseeing organizational development and capacity building within an international NGO; German language proficiency (at least level B2-C1 or mother tongue); Experience in successfully introducing innovative ways of working, digitalization and new business models; Explicit humanitarian experience (Food Security, WASH, Protection);Experience in coordination of complex field activities; Experience in supervising staff; Experience in project management;Finance and Administration skills.
