About the organization
Zim-TTECH is seeking highly qualified and experienced applicants to be considered for the position of Head of Finance and Administration, based in Belgravia, Harare. Zim-TTECH's activities occur primarily in the technical areas of health system strengthening; health workforce development; operations research and evaluation; prevention, care, and treatment of infectious diseases. Zim-TTECH is funded by PEPFAR through the Center for Disease Control to implement HIV & TB treatment and care services in five Zimbabwean provinces in support of the Ministry of Health and Child Care (MoHCC) under the Zim-PAAC (Zimbabwe Partnership to Accelerate AIDS Control) program. The contract of employment is for 5 months from 01 May 2021 to 30 September 2021 and is renewable subject to availability of funding and satisfactory performance of the candidate.
Position summary
The Head of Finance and Administration is a member of the Executive team and reports to the Executive Director. The incumbent ensures that all Zim - TTECH financial and administrative operations are functioning at an optimal level to support current programs and strategise enhancements to bolster success of future activities.
Responsibilities
Oversee the financial management systems to ensure consistency with sound accounting principles, funding agency requirements, and internal control procedures. Supervise finance, operations, ICT, human resources and consultancy functions. Oversee timely preparation of budgets, invoices and financial projections. Formulate operational strategies for cost saving and value maximisation across all funding. Ensure that spending for all grants is within budget and that subcontracts from funders operating smoothly. Ensure timely preparation for annual audit and follow up on any findings. Ensure preparation of financial reports. Oversee all operational systems to ensure consistency with policy and procedures. Ensure sound procurement practices. Oversee fleet management. Support grant writing activities, business development and environmental scanning for new funding opportunities. Lead organization through PVO registration process. Serve as primary contact with legal counsel. Perform any other duties as assigned by the supervisor.
Qualifications, skills and experience
Degree in Accountancy / full CIMA /ACCA / CA (Z) and MBA. A minimum of five to seven years’ experience in a similar position that integrates excellence in accounting with overall administrative leadership in the areas of finance, operations, HR, and ICT. Excellent analytical, planning, organizational leadership, problem-solving and interpersonal communication skills (verbal and written). Excellent computer skills and applications including MS Office; PowerPoint, Excel, accounting software, and OneDrive or other file sharing applications. Excellence in working with medium to large organizations with multiple funding streams. Experience working in the not-for-profit, health or development sectors.
